## Summarized Conclusions
:::info
This is a summary, see "Points Covered" if you want to see the full discussion behind these.
:::
- **Staff Wants for the Servers**
- Serious RP without being a robocop.
- **IA**
- Info gathering can be done by both sides.
- Things like statement gathering.
- Punishments like demotion or firing should be handled by the department.
- Command can handle in game situations as need be cross-department if nobody is available to consult.
- IA is different.
- **Accidental Shootings**
- Warning for the first.
- We can say "an Administration Action was taken" regardless.
- Strike for the second.
- Retroactively remove strikes for this.
- **Strikes**
- Don't strike other command without Dept Heads involved.
- Command has discretion to use alternative punishments when a strike or warning isn't required.
- Administrative duties, cleaning, restricted vehicles, etc.
- Professional punishments only.
- **Strike Appeals**
- 1 week from the strike to decide to appeal, with the written appeal.
- Two man board from the other dept, and one from the same dept will handle the appeal.
- Within 48 hours if possible.
- **Terminations/Firing**
- Discussion happens with all Command.
- Decisions are decided by a board of 3 same dept and 2 of the other dept.
- **Sally Jenkins: Morale is low and people are frustrated.**
- If the venting goes to resentment, Command can reach out in DMs and talk it out.
- Directing to tickets and mediations is possible as well.
- If you have a positive way of dealing with it, share it!
- **Taylors:** Arden Sauvagess situation, Taylors got an email, and she doesn't want to appeal the strike.
- She tased another officer at the scene of a bank robbery intentionally.
- She doesn't like the suspension since other officers do it too, including supervisors.
- She believes the person who gave the strike (Benjamin Clark) has OOC beef with her.
- She said she was told "her employment was under review".
- **Conclusions:**
- She is falsely claiming OOC and only arguing the suspension.
- This suspension was fair.
- **Sally Jenkins: Unified Warrant Procedure**
- Marker would include a title of "Arrest Warrant" and a timestamp.
- Hamer will make a quick template for the Warrant Marker.
- A Google Doc or other online document will be linked with the rest of the info.
- It needs to be viewable to the public.
- **Sally Jenkins: Disrespect to the Rank Structure**
- People are overstepping often and not respecting rank.
- Encourage people to talk to Sergeants.
- Feel free to tell them they can come to you if they feel the Sergeant was unable to take care of it.
- **Sally Jenkins: Promotion Hunger**
- **Price:** People think time spent means levelling up.
- A halt has been put on Sergeants for BCSO for right now for example.
- **Hamer:** The struture has matured and promotions are slowing down. We need to temper expectations in general, and people don't always understand that.
- **Tye:** No real cap on LEO numbers, more to keep it active in general.
- **Sally Jenins: Evidence Documentation**
- Evidence needs to be reported properly.
- Arrest Report Template in the Document Database is handy.
- **Clark:** is working on a new Pre-Academy Handbook that will cover this for new recruits.
- **Sally Jenkins:** Items are not named on reports, or stuff put into lockers aren't documented.
- **Solace: Sergeants should not be acting as command.**
- Situations have happened where Lawyers have come and Sergeants have responded.
- They need to be held as our boots on the ground and acting as supervisors and in the field.
- Separate Meetings for Supervisor Meetings and Command Meetings.
- Every other week, staggered meetings.
- **Moody: The dirtiest of bikes is coming Soon\*TM**
- Skins for Sheriffs and LSPD will be on launch.
- **Cop Vehicle Handling Update.**
- Cars will be rebalanced to still be better than civ vehicles, but by a much smaller margin.
- **Tactical Team**
- **SOP:** https://docs.google.com/document/d/1cIjfQWH3b3DSnrrCjRSQQLcA7riqVtb70WR0BH3TS5A/edit#
- Example, not completed, will be later and sent to Command.
- The team is in charge of the Tactical Certification.
- Monthly Tactical Trainings (like the one Scoot McNairy already has run once).
- Working with officers in game to help them "git gud".
- Tactical Team will not take over the situation, they will provide support.
- Any officer can apply with 1 month Time in Grade.
- Their application is reviewed by an LT of Tactics.
- Interviewed and brought in for a "Tac Day" to test them.
- They would roll as regular uniformed officers unless called.
- They could respond for the "extra wave" if officers go down multiple times and the criminals aren't leaving.
- They could help with setting up Police Run Security for events.
- Called in by the Tactical LT or Captain+.
- Any "big dicking" based on this will get shut down HARD.
- **Furtaw: Diaz Issues**
- Ackerman and Diaz given a warning for taking driver's licenses.
- Merlin Submitted an IA.
- Guy evading in a bus, they chased the driver, not the passengers.
- Diaz was together with 2 others.
- Diaz stays next to the bus and asks to be let in, and the guy lets him in.
- Officer safety issue, not a huge deal.
- Merlin mentions that Diaz bullies him and is unrelenting about it.
- Anytime Diaz sees Merlin he says something like "I hate that guy" loud enough that Merlin can hear.
- Merlin has asked him to stop and this reportedly happens daily.
- ++**Conclusions:**++
- Strike and termination.
- Has to wait at least 30 days to reapply.
- Will have to give him an ultimatum when he comes back.
## Points covered
- **Staff Wants for the Servers**
- Serious RP without being a robocop.
- **IA**
- **Davis:** Some officers are held more accountable than others on stuff, sometimes because of departmental splits.
- Some cases have sat for a long time.
- **Davis:** Should IA be joint to alleviate some of those issues?
- **Chris Price:** We should be sharing info.
- **Furtaw:** We need to always share information.
- Currently information gathering is Joint, but the judgement is department specific.
- **Price:** For big cases and punishments, maybe it should be joint.
- 1st/2nd strike for depts.
- Everyone for 3rd strikes like firings.
- **Wheatkings:** Verbals and Writtens are fine, strikes should be the line for joint.
- ++**Conclusions:**++
- Info gathering can be done by both sides.
- Things like statement gathering.
- Punishments like demotion or firing should be handled by the department.
- Command can handle in game situations as need be cross-department if nobody is available to consult.
- IA is different.
- **Accidental Shootings**
- **Davis:** No longer handle accidental/fat-finger shootings as guaranteed strikes.
- **Sally:** This has improved characters like Joey Solace though, and his behaviour approved because of how he reflected and handled the strike.
- We can give written warnings and then escalate to strikes if needed or if it happens again.
- **Kuznetsov:** DOJ does this for OOC/scuff issues as well.
- ++**Conclusions:**++
- Warning for the first.
- We can say "an Administration Action was taken" regardless.
- Strike for the second.
- Retroactively remove strikes for this.
- **Strikes**
- **Sally Jenkins:** Different methods of punishment for serious but not "strike-worthy" or "warning-worthy" issues.
- This could help morale.
- MCD has used restricted equipment and more business uniforms before for this with success.
- ++**Conclusions:**++
- Don't strike other command without Dept Heads involved.
- Command has discretion to use alternative punishments when a strike or warning isn't required.
- Administrative duties, cleaning, restricted vehicles, etc.
- Professional punishments only.
- **Strike Appeals**
- **Davis:** They currently take forever and are upheld anyway.
- Change the timeframe to 24hours from the strike to be able to appeal.
- The statement is submitted upon appeal.
- 24 hours from the appeal a panel from the opposing dept handles it.
- **Solace:** 24 hours for the written appeal is too short.
- **Hamer:** The appeal should never be a second trial, it's based on additional evidence or reasoning that may have been missed.
- **Price:** Time to put in an appeal should be longer, as people often need time to calm down ooc.
- **Davis:** 2 man board from the other dept, and one from the same dept will handle the appeal.
- ++**Conclusions:**++
- 1 week from the strike to decide to appeal, with the written appeal.
- Two man board from the other dept, and one from the same dept will handle the appeal.
- Within 48 hours if possible.
- **Terminations/Firing**
- Should the board be changed to full Command discussion?
- **Wheatkings:** But what if LSPD all votes to kill off BCSO's choice and forces it?
- **Conclusions:**
- Discussion happens with all Command.
- Decisions are decided by a board of 3 same dept and 2 of the other dept.
- **Sally Jenkins: Morale is low and people are frustrated.**
- Less frustration vented in LEO chat would help.
- Constant venting leads to a negative seeming environment to the players who were having fun.
- The echo chamber leads to everything seeming worse.
- Some cops also play crim and can spot themselves being flamed.
- People should be reaching out to people in DMs.
- What they are doing is more harbouring resentment and grudges than venting directly.
- People don't let things go.
- **Solace:** Chats should be treated as if they are open.
- **Hamer:** People have to be able to vent, so if you see it getting out of hand for someone specific as command, you should reach out to them directly and help talk it out with them.
- Giving some personal perspective can help people find the silver lining in some of these common issues and make things constructive and less stressful.
- ++**Conclusions:**++
- **Clark:** That wasn't said.
- **Wheatkings:** We need people to report this stuff.
- **Solace:** This situation was signficantly worse as it was both in public and at an active scene.
- **Davis:** The suspension was okay'd by Davis.
- **Clark:** I treated it as I would have treated any others doing the case. It had nothing to do with her.
- **Taylors:** The suspension duration was deserved.
- **Davis:** The taser is a weapon, shooting another officer is a problem.
- **Parker:** Even I agreed with this one.
- **Conclusions:**
- **Sally Jenkins: Unified Warrant Procedure**
- We need a specific way to put warrants in the MDT.
- **Hamer:**
- Option 1: Use the warrant document from the Google Docs and link it as a marker.
- Option 2: Write up the incident report and all the items, then write it as a marker.
- Anything else is not acceptible as the charges aren't well laid out.
- **Price:** We can use a report with the crimes and the number in the marker.
- **Tye:** We cannot as the warrant would roll off after 30 days and people cannot remove the reports that would be invalid on their record.
- **Hamer:** Warrant option in the future with date set and automatic falloff without a judge approval box.
- **Tye:** Gave a timeline of how far off MDT changes in another round would be.
- ++**Conclusions:**++
- **Price:** People need to read the room and not do it in front of others.
- Pull aside people and talk to them personably.
- If it's a repeat issue, we need to escalate and action it through the disciplinary system.
- **Clark:** You should ask if they went through a Sergeant to find out if people are skipping rank to talk to command.
- **Sally Jenkins:** We trust our Sergeants and they should have an opportunity to solve problems and work with people.
- **Hamer:** IRL you push it down of the Chain of Command by saying you would like to address it, but they should have someone closer to them participating in helping and solving problems.
- Making the focus on letting them work.
- Mention that people can come to you if they feel the Sergeant was unable to address it.
- ++**Conclusions:**++

- **Wheatkings: Sergeants are telling us who to promote, not nominating or recommended.**
- People have been promoted without BCSO command.
- This was a communication lapse, Solace Okay'd as he wasn't told Clark had told to hold for the rest of BCSO command.
- This appears to be an isolated incident.
- **Sally Jenkins:** The supervisors who don't like when their decisions aren't made and they sometimes expect Command to just rubberstamp if it's unanimous.
- **Solace: Sergeants should not be acting as command.**
- Situations have happened where Lawyers have come and Sergeants have responded.
- **Wheatkings:** Should Sergeants meet with a single command and then have their stuff relayed to a command meeting that happens more regularly?
- **Price:** We should still go to Supervisors with major changes for feedback and to get the temperature before they get made.
- ++**Conclusions**++

- Merlin mentions that Diaz bullies him and is unrelenting about it.
- Anytime Diaz sees Merlin he says something like "I hate that guy" loud enough that Merlin can hear.
- Merlin has asked him to stop and this reportedly happens daily.
- **Price:** Has this happened before?
- **Furtaw:** He has been discipliced for this before.
- **Clark:** He's given shit to Multiple Supervisors in front of others and over radio.
- **Sally Jenkins:** He has done this to MCD.
- "How many chances is Diaz going to get?" has been said many times.
- He can't take criticism.
- He is toxic to the department.
- **Solace:** His IAs have been handled as usual. He's been warned and struck as needed.
- **Furtaw:** That's the issue, he has an issue and has been disciplined and is never removed.
- He's unprofessional to the public, his colleagues, and with the SOPs.
- We are past the point where he needs to be removed.
- **Price:** He has been asking how to improve, and he doesn't seem to have changed.
- **Wheatkings:** He's going to many command for chats, and had an IA the next day.
- **Parker:** Bring him back as a Cadet.
- Davis and Price disagree.
- **Clark:** Since he came to BCSO he has just continued to question command, including over radio in front of everyone.
- **Sally Jenkins:** There was a radio issue with Poole as well.
- **Price:** He should be striked on the Bus issue before.
- **Furtaw:** The bullying pushes this over and should be struck leading to termination.
- He's been warned, councelled, and struck over his communciation and conduct before.
- ++**Conclusions:**++
- Strike and termination.
- Has to wait at least 30 days to reapply.
- Will have to give him an ultimatum when he comes back.
