## 🧭 Summary
Bonapublica AD triggered the Atlas Edit Weekly Proposal for the week of November 10 2025.
This update introduces three core items under the Sky Atlas v2 framework, aligning with governance process A.1.10.2.1.3 and protocol scope A.4/A.4.1.

## 📘 Included Edits

### 1️⃣ Authorize Gnosis Payment
Authorizes a payment to **Gnosis** for the Dai → USDS upgrade differential.
- **Amount:** 1,806,670 USDS
- **Recipient (Ethereum Mainnet):** `0x849d52316331967b6ff1198e5e32a0eb168d039d`
- This payment will be included in the next Executive Vote and may bypass a separate Governance Poll per A.4.1 (Core Tokens – USDS Launch Phase).

### 2️⃣ Update ASC Requirements for Soft Launch
Updates the **Actively Stabilizing Collateral (ASC)** system parameters, defining eligible collateral pools and calculation methods for resting and latent ASC:

- Adds new documentation for *No ASC Requirements w/ Sky Direct Exposures*
- Introduces *Near Term ASC Incentive* mechanism, paid monthly via MSC (Monthly Settlement Cycle)
- Formula:

  ASC Incentive = Eligible ASC × (Base Rate – Treasury Bill Rate)

- Enables initial implementation of the ASC system under section A.3 Risk Framework

### 3️⃣ Remove Grove Interim Deployment Restrictions
Removes all **Interim Deployment** flags for Grove instances approved under the November 3 Atlas Cycle, including:
- Ethereum Mainnet – Curve RLUSD/USDC Pool LP Deposits
- Ethereum Mainnet – Morpho Grove × Steakhouse High Yield Vault USDC
- Base – Morpho Grove × Steakhouse High Yield Vault USDC
- Plasma – Aave v3 USDT0
- Ethereum Mainnet – Securitize Tokenized AAA CLO Fund (STAC)

This confirms that Grove’s main deployments are now fully active under Atlas v2 governance.
