The DAO would then be eligible to earn USDC rewards via the exchange. These rewards are estimated to provide up to 1.5% APY, netting the protocol a theoretical 24 million in annual revenue. Due to the nature of the proposed partnership, community sentiment appears to be split. In response, Coinbase CFO, [**Alesia Haas**](https://www.linkedin.com/in/alesia-haas-b776531/), joined GovAlpha for a live Q&A regarding the polarizing [**proposal**](https://www.youtube.com/watch?v=3W7medDj6Z8). The call was allotted a 30-minute time slot, and only pre-screened questions were answered. It's worth noting that while this may not be the meeting we've come to expect in Web3, the format is common practice in traditional business. The Endgame Plan identifies three broad categories of actors: 1. **The Scopes** remain closest to the "Maker Core." 2. **MetaDAOs** function as semi-independent DAOs 3. **Ecosystem Actors** are entirely independent companies, individuals, or DAOs that provide service to Maker Core or its MetaDAOs. <small>**What's a Scope, and what does it do?**</small> Scopes detail and standardize how the various actors communicate and collaborate. They primarily function to maintain the "immutability" that is critical to the success of the Endgame plan and "Maker's long-term survival." > "The 11 Scopes are split into Primary Scopes and Supporting Scopes. > > The Primary Scopes are the activities that help grow and sustain Maker. They include Protocol Engineering, Decentralized Collateral, RWA Collateral, and Growth." These scopes are covered in depth by three groups: 1. Decentralized Voter Committee 2. Governor Councils 3. Tribunals *Primary Scopes* are large entities with a litany of available resources. As a marked "separation of powers," these actors remain separate from the "Councils" that define the Scope Framework. These Councils are composed of representatives from all Governer MetaDAOs. <small>**Summarized Workflow**</small> **Step 1:** DVCs, Delegates, and Council agree on a Scope Framework.
