Expired delegate contracts are no longer able to participate in Maker governance, so those delegates and their delegators will need to migrate. The team proposes using the Surplus Buffer to seed the initial bounty with DAI and allowing community members to add liquidity in exchange for rewards. > **[MIP65 Sub-project: Tokenization / Community Feedback Request](https://forum.makerdao.com/t/mip65-sub-project-tokenization-community-feedback-request/16692)** Part of the plan for MIP65: Clydesdale includes investing 250M DAI in two BlackRock/iShares ETF short-term US Treasuries products. Different metrics yield different conclusions, but some of the highlights include: * The number of possible effective voters (defined as MKR holders with at least 1 token) has decreased since April 2021 but is in a long-term uptrend * The current Gini coefficient of the MKR distribution is 96.75, representing high inequality * While the voting power of the single largest holder has been declining, it still takes just three entities to dominate a vote ![](https://i.imgur.com/Vk9LCBJ.png) The post closes with a poll on whether MKR decentralization reports should be posted on a regular basis and, if so, with what frequency. > **[Scaling with clarity](https://forum.makerdao.com/t/scaling-with-clarity/16576)** @ClausClowes shared an idea for implementing an "information digestion system" to better manage the amount of information DAO members are responsible for keeping up to date on. The idea involves the creation of the "Moogle" role, in which impartial correspondents in charge of a particular area of the DAO serve as the go-to source for information on their chosen area. > **[“Code is Law” vs. “Bankruptcy Law is Law”](https://forum.makerdao.com/t/code-is-law-vs-bankruptcy-law-is-law/16669)** In this post, @christiancdpetersen explains how the US Bankruptcy Code’s “automatic stay” provision pushes back against the well-known "Code is Law" maxim often espoused in the crypto world. This provision prohibits "any act to obtain possession of property of the estate or the property from the estate or to exercise control over property of the estate," a stipulation that may one day butt heads with MakerDAO's automatic liquidation mechanism. --- ## Seeking Consensus ‘Yo, do you even signal?’ > **[Reset delegation metrics for Hasu](https://forum.makerdao.com/t/signal-request-reset-delegation-metrics-for-hasu/16533)** Recognized Delegate, Hasu, requests to reset his delegate participation and communication scores presented in the [monthly delegate round up.](https://forum.makerdao.com/t/delegate-round-up-june-2022/16570) Hasu explains that his inability to attend previous votes has made it difficult to recover his score because delegate scores consider the lifetime performance of that delegate. This request surfaced lots of attention and mixed feelings; some people agree that Hasu's score should be reset with the hopes that he will improve it. However, other people express that this can set a poor precedent and is unfair to previous delegates who could not participate in delegation due to emergencies and were still unpaid or had their scores hurt. A common proposal mentioned throughout the responses is to revaluate delegation metrics and work with GovAlpha to improve on that to help all delegates instead of just one.
