--- tags: Emergency Resources --- # ICOE: Missing Personnel Missing key personnel constitutes a major risk for the DAO and, in certain cases, it could be considered an emergency. This emergency-type considers missing personnel from different perspectives. There are multiple possibilities when a person disappears and different possibilities can have different implications. For example; Disappearing due to a hospitalization without proper notification vs getting kidnapped could trigger different procedures from the DAO. The risks of missing key personnel can be either by omission, where it is _the absence_ of key personnel that constitutes a risk (e.g., missing key personnel without whom core duties vital to the survival of the protocol get neglected); or by action, where it is the conditioned behavior or compromised identity of the missing key personnel that poses a risk (e.g., kidnapped key personnel who is forced to disclose critical information or perform malicious action through their privlidged position). ### Unresponsiveness Unresponsiveness can have several possible causes: - Desertion - Technical issues - Health issues - Other Knowing which of these causes is behind a particular case of missing key personnel may or may not be possible. ### Criterion Assessing whether we are before an instance of unresponsiveness emergency is heavily context-dependent and hard to formalize exhaustively. However, there are essentially two ways in which unresponsiveness can make itself known: as the sheer, actual, effective unresponsiveness itself; and as verifiable information regarding unresponsiveness. Raising this emergency should be considered when: - Key personnel cannot be contacted within a reasonable time frame.
