Smart contracts can now be sanctioned as if they were sentient. In a [**press release**](https://home.treasury.gov/news/press-releases/jy0916) distributed on August 8th by the Department of the Treasury’s Office of Foreign Assets Control (OFAC), the popular mixing service, Tornado Cash and its contracts heard the gavel fall. In an unprecedented move, OFAC designated the smart contracts themselves as Specially Designated Nationals - a classification typically reserved for nation-states and terrorist organizations. Tornado Cash and its IP were designated under [EO. 13694](https://www.federalregister.gov/documents/2015/04/02/2015-07788/blocking-the-property-of-certain-persons-engaging-in-significant-malicious-cyber-enabled-activities), an Executive Order enabling the blocking of property and assets of individuals engaged in malicious online activity. <small>**Per the report: ⮟**</small> * Tornado Cash has been used to launder over $7 billion since its 2019 inception. * Of that total, at least $455 million was stolen by the Lazarus Group - North Korea's state-sponsored hacking arm. * We've already seen 96 million USD stolen and laundered from the Harmony ONE bridge heist and at least 7.8 million USD via the Nomad exploit in 2022. <small>**Results of the imposed sanctions: ⮟**</small> * All properties and IP associated with Tornado Cash in the United States are blocked and must be reported to OFAC. * Any entities owned directly or indirectly by "one or more blocked persons" will also be blocked. * All transactions by U.S.-centered blockees involving the sanctioned assets are prohibited without a specific license issued by OFAC. Surprisingly, the news wasn't well received, and several high-profile crypto-natives have now levied their two cents on the implications of the imposed sanctions. Among these was [**@Rune, who shared his views**](https://www.coindesk.com/layer2/2022/08/12/an-alleged-tornado-cash-developer-was-arrested-are-you-next/) in a recent interview with Coindesk. He feels the sanctions are counter-productive, even bordering on pointless. Due to the nature of open-source software, it's a simple procedure to redeploy an identical protocol. > "Target the criminals you actually want to target." If the goal is to utilize a "blacklisting" procedure on state-sponsored hacking groups, shutting down the infrastructure won't accomplish it. Instead, known North-Korean Ethereum wallets should be actively monitored, allowing for stolen assets to be frozen the moment they enter these wallets. Rune ends with a warning that blanket bans like these only serve to stifle innovation that can truly benefit the average consumer. But as it goes, the effects of the sanctions didn't stop with Tornado Cash. The report only mentioned mixing services directly, but some view Tornado as the first of many dominos to fall. The proposal views the current structure as imbalanced, with the "Workforce" maintaining full control over the work being done, as well as its prioritization. <small>**A summary of the proposed changes: ⮟**</small> *Currently MKR holders:* * Must accept or reject the whole deal, * are unable to provide direction; * and find themselves discussing people rather than work. If polled as proposed, a CU would propose any number of projects with all expenses attached. A general budget would then be assigned, and these projects would be voted on and ranked via on-chain Governance. ![High-level Roadmap of Proposal](https://makerdao-forum-backup.s3.dualstack.us-east-1.amazonaws.com/original/3X/a/c/ace4e2de0c75659f1b37580b47058f8d594f0744.jpeg) Any projects that fall within the assigned budget limit receive funding. Those that remain would be discarded. **<small>This implementation provides two primary advantages: ⮟</small>** 1. It grants MKR holders the means to choose the projects they want to see built. 2. Currently, budgetary proposals trend toward a Core Unit vs. MKR holder mentality. Poll participants supported linking MKR compensation to the financial state of the DAO, rejected tying it to MKR's price performance, and rejected standardizing it to implement equal compensation among Core Units. A few days later, @CodeKnight submitted the proposal idea MIPX, which defines an annual amount of MKR each Core Unit will receive in compensation to bolster personnel recruitment and retention efforts. The proposed distribution method is to transfer MKR compensation to each Core Unit Facilitator, who will have the flexibility to work out the best way of distributing the funds for their unique Core Unit situation. The proposed compensation amount is 75% of Core Unit salaries with a four-year vesting schedule and a one-year cliff. #### [**Governance Voting Incentive Campaign**](https://forum.makerdao.com/t/governance-voting-incentive-campaign/17158) Events Core Unit Facilitator @PonJerry posted a plan for incentivizing small MKR holders to participate in MakerDAO governance via a voting incentive campaign. The idea is to leverage the high demand for DAIvinity tickets by offering them as a reward for participating in governance voting. Potential benefits include: * An increase of <50 MKR holder participation * Promotion for people to procure MKR and start participating in governance voting * Increased social media chatter about MKR voting * Drawing more social media attention to Maker generally * Better representation of MKR holders at DAIvinity events ### :newspaper: Special Purpose Fund Proposals #### [**Special Purpose Fund for The Ambassador Program**](https://forum.makerdao.com/t/mip55c3-sp7-special-purpose-fund-for-the-ambassador-program/17169) This RFC from @kat outlines Subproposal MIP55c3-SP7, which asks for an allocation of 81,000 DAI to the Ambassador Program, an initiative that aims to create further MakerDAO resources and educational content in languages other than English.
