These loans would be granted to Coinbase and split into six, nine, and 12-month terms. ETH or BTC would be provided as collateral. **Summary of proposed structure ⮟** *The payment flow would be handled as follows:* * Interest paid monthly in USDC to Coinbase Account * Immediately converted via PSM to DAI * DAI Immediately paid into Surplus Buffer *The vault must provide:* * Debt Ceiling of 500 million DAI. * Stability Fee of 0% (surplus is paid manually through the legal structure, as specified in [MIPXXc1](https://forum.makerdao.com/t/mipxx-monetalis-coinbase-appaloosa/17768#mipxxc1-collateral-design-6)) * All other parameters must be set to ensure they have no functional impact. **[MIPXX Coinbase USDC Institutional Rewards Summarized](https://forum.makerdao.com/t/mipxx-monetalis-coinbase-appaloosa/17768)** Posted by @CB_Institutional, this MIP aims to onboard an "account representing MakerDAO" to Coinbase Prime and transfer **33% - or 1.6B - of the PSM's USDC** into custody to earn "rewards with Coinbase." **Summary of motivations ⮟** * The proposal was made in response to [MIP13c3-SP12: Invest in Short-term Bonds](https://mips.makerdao.com/mips/details/MIP13c3SP12). * Maker’s balance sheet is exposed mainly to USDC — in exchange for zero holding reward. * Maker believes it is beneficial to safely be rewarded for holding collateral in USDC. * This MIP outlines a clear path to providing up to 1.5% APY on USDC in the form of USDC Rewards and optimizing liquidity at zero cost to and industry-leading security for Maker. **[MIPXX: Recognized Launch MetaDAO Clusters](https://forum.makerdao.com/t/mipxx-recognized-launch-metadao-clusters/17709)** This MIP is also a part of the Endgame Plan Approval MIP set aiming to configure the "Clusters" for the launch of MetaDAOs. > "The Endgame Plan has been discussed in the Maker Community for more than six months and is now going up for a vote with the Endgame Plan Approval MIP Set. The Recognized Launch MetaDAO Clusters MIP is a required part of the Endgame Plan Approval MIP Set. The post came as a retort to a recent forum thread, [Endgame Plan timeline to free-floating Dai](https://forum.makerdao.com/t/endgame-plan-timeline-to-free-floating-dai/17529), specifically addressing the proposed "Phoneix Stance." ![](https://i.imgur.com/XHdOfFW.png) **Per the post:** > "While in phoenix stance, Maker would no longer rely on RWA. By RWA, [Rune] refers to centralized stablecoins such as USD Coin and loans to banks and other financial institutions with a physical address and a regulator. These are the sorts of assets that can be used by authorities as a lever to hurt the Maker protocol. With nothing for authorities to confiscate, presumably, Maker would be resilient to attempts by authorities to shut it down." Koning disagrees with this stance, as the *seizing* of assets is just one of many levers that authorities could use to halt a protocol. Take, for instance, Tornado Cash. Rather than asset seizure, sanctions were instead levied against the software. Koning argues that sanctions levied against Maker would garner similar results: * A decrease in licit DAI usage, * removal of collateral from the protocol, * delisting of DAI on significant exchanges and fiat off-ramps, and finally; * a drying up of liquidity. Koning believes focusing on seizure resistance (i.e., Phoenix Stance) will not render "Maker meaningfully more resilient" - however, the removal of real-world assets ***will***. This concept is presented as a double-edged sword of sorts. The removal of RWAs makes the system less usable, as, without centralized reserves, the peg is more likely to see a strong variance. Conversely, introducing RWAs makes the DAO more practical and attracts many additional users. Koning argues that makes the DAO more likely to fall under regulatory scrutiny. *The post ends with an attempt at framing a solution:* > "Stakeholders should ask themselves how relevant Maker has become. Has Maker become so important (and its public perception so negative) that it is about to attract the baleful eyes of regulators? If so, one defensive option is to engage in a rational form of self-sabotage: make the tool less useful. This will shrink the pool of Maker users, thus the tool's visibility to regulators and, therefore, the likelihood of it being shut down.
