# **Fundamentals**
**Equipment & Uniform:**
All Cadets who are attending a Fundamental Course should get a radio, and only a radio, and should get POLOs on uniform wise.
**LETI Campus:**
Get all of the Cadets attending to form a divisional infront of the campus, providing a 30 minute heads up before you begin the Fundamentals Course. Once all of the Cadets that are attending arrives, introduce yourself, any other member of the Training Bureau. Any Sergeant+ may also give a ***BRIEF*** introduction. Then, give a brief rundown of the Sheriff's Office Academy to whose who need it, and explain the previous experience (transfer course) system.
**Sheriff's Office HQ:**

**Previous Experience (Transfer Course) Explanation:**
Those who are qualified may take an alternate path within the Sheriff's Office Academy, which is now formally known as the "transfer course". These individuals will have less to do in the Sheriff's Office Academy before becoming a full-time Deputy, including:
- The ability to skip 2 field trainings.
- The ability to skip the 1 week probationary period.
As a transfer course Cadet, you still must complete the Fundamentals Course & Exam, Custodial Certification and One (1) Field Training.
To qualify for the transfer course, you must meet the following prerequisites:
- Pass the Fundamentals Course & Exam with a score of 95% +.
- Have served in a Law Enforcement Agency within the last four (4) months.
- Have at least three (3) months of service in total.
- Not have any history of incompetent or negligent behavior.
**Policy:**
Instead of typing out the material that is already accessible by yourselves, I will provide a link for you in #academy-general, you will have 5-7 minutes to review each section.
Once completed, I will then briefly quiz you all on the policies.
**LETI Material:**
If you look in #academy-chat, I will be posting a link which will lead to radio codes, to give you a refresher. I will also be posting the State Laws (Criminal Code), so make sure you are able to properly understand it.
The following material is the most key and critical, and a reminder is needed, just in case:
Reasonable Suspicion/Probable Cause:
- ***Reasonable Suspicion:*** A suspicion that a criminal offense has or is about to be committed.
- ***Probable Cause:*** A well-founded suspicion that a criminal offense has been or is about to be committed. It is more than mere suspicion however less legal evidence is necessary to convict beyond a reasonable doubt. A more simple way to put it is: "You know that a criminal offense has or is being committed."
LOV:
- ***L:*** Location - Broad location of the crime.
- ***O:*** Offense - What part of the criminal code was breached?
- ***V:*** Venue - Where did the crime specifically happen?
Use of Force:
- ***(Level 1) No Force - Cooperative Controls:*** The Officer can defuse a situation simply through being present and assertive.
- ***(Level 2) Limited Force - Contact Controls:*** Non-Pain techniques such as restraining and grabbing are used to ensure compliance, this may be used if a suspect is refusing to remain present.
- ***(Level 3) Moderate Force - Compliance Techniques:*** The deployment of balanced force is used to overcome an abusive or violent suspect, equipment used may include the ASP Baton.
- ***(Level 4) Less-lethal Force - Defensive Tactics:*** If the suspect is acting violently toward members of the public or the Law Enforcement Officer then they must take immediate action to regain control of the situation, equipment used may include the TI26 Taser.
- ***(Level 5) Deadly Force:*** If there is an immediate and direct threat to life then the Law Enforcement Officer may deploy deadly force, this describes any techniques/equipment that may incapacitate the suspect, equipment used may include the Bennetti 17, Delino R21A or the Hawthorn 500.

# **Custodial Certification/Training**
**Equipment & Uniform:**
All Cadets who are attending a Custodial Certification/Training should get a radio, and only a radio, and should get POLOs on uniform wise.
**Sheriff's Office HQ:**
Get all of the Cadets attending to sit upstairs in the briefing room, giving them directions if needed, providing a 30 minute heads up before you begin the Custodial Certification/Training. Once all of the Cadets that are attending arrives, introduce yourself, any other member of the Training Bureau.
**Locations in the New Haven Correctional Facility:**
1. Range #1
2. Range #2
3. Chow Hall
4. Inmate Showers
5. Recreation Yard
6. Dayroom (Consists of Lower & Upper Viewing Area)
7. Jail Corridor
8. Visitation (Inmate & Visitor Side)
9. Reception
10. Waiting (SBE) Room
**Staffing:**
1. Mandated Staffing is as follows:
(a) With less than four inmates (any classification):
(i) One officer for all operations.
(b) With five or more inmates (any classification):
(i) Two officers for all operations.
2. Optional Staffing is as follows:
(a) Roving Staff:
(i) Rove the facility.
(ii) Most senior officer on duty.
(b) Yard Staff:
(i) Two officers minimum for yard time.
(c) Visitation Officer:
(i) Works reception and waiting (SBE) room, as well as transportation of visitors to appropriate areas.
(d) Motor Patrol Officer:
(i) In vehicle circling the perimeter of the NHCF.
(ii) Armed with a R21A.
**Equipment Policy:**
Correctional Officers are required the following equipment:
- ASP Baton
- TI26 Taser
- Handcuffs
- Radio
- Flashlight
Staff exempt are the Upper Viewing Area Officer and Motor Patrol Officer:
- Upper Viewing Area Officer is armed with a R21A and previously stated equipment.
- Motor Patrol Officer is armed with a R21A and previously stated equipment.
**Reception & Classification:**
Upon entry to the New Haven Correctional Facility (NHCF), inmates will be CLEAR ONE'd for their crime.
- Violent offenses will be immediately placed into a cell in Range #1.
- Non-violent offenses should be left to the dayroom.
Classification is assigned by current incarcerated crime (the crime they are in jail for now).
- Violent offenses are classified as high security.
- Non-violent offenses are classified as low security.
**Movement inside NHCF:**
All inmates should be in a single file line in the middle of whichever corridor they move through.
High security inmates should be moved in handcuffs.
Low security inmates movement:
- Groups of four or less can be moved with one Correctional Officer leading.
- Groups of five or more can be moved with one Correctional Officer leading and another following.
Visitation movement will be covered in the visitation section.
**Yard, Feed & Showers:**
Yard time is staff permitting. Given only to inmates with little to no behavior problems
- High security inmates should not be mixed with low security inmates during yeard time.
- High security inmates should be given yard time in groups of three or less.
- Low security inmates should be given yard time in groups of seven or less.
Feed is ***mandatory*** for all inmates. It is given via RP.
- High security inmates can be fed in their cells.
- Low security inmates can be fed in the chow hall.
Showers are staff permitting.
- One inmate per shower stall.
**Count Procedure:**
Count should be conducted in 30 minute intervals at the middle and top of each hour.
- High security inmates should be placed into their cells.
- Low securty inmates should be placed along the wall in the dayroom.
To conduct a count:
- Count shall be announced.
- One officer shall begin counting, checking names off the incarcerated list.
- Once all inmates are accounted for, operations may resume.
- If an inmate is not accounted for, refer to escape procedure.
**Escape Procedure:**
If an escape is suspected, New Haven Correctional Facilty shall go into immediate lockdown. All certified corrections staff that are active in the server shall be called to the Facility, call in others off Dis if required.
- Emergency count shall be conducted.
If emergency count does not clear:
- Contact Corrections Chain of Command.
- Notify all Law Enforcement in game.
**Transport Procedure:**
Unless high risk escort, only the PT van shall be used, with one driver and one passenger, both custodial certified Deputies. These Deputies shall both be armed. High risk escorts should follow the prior policy on escorts
**Visitation Procedure:**
Any person in the New Haven Correctional Facility shall be given visitation rights.
To do this:
- Visitors are met with the receptionist and searched in the Search Before Entry (SBE) Room, firearms are not allowed.
- Visitors are held in the SBE Room until the inmate is transported up to visitation.
- Visits may last a maximum of 10 minutes.
**Solitary:**
Solitary Confinement (Range #2) will be used for those that are non-compliant with facility directives and officer orders. The maximum amount of time you can keep someone in Solitary Confinement is 15 minutes per violation.
# **Bailiff**
During a generic court case, Bailiffs are responsible for:
- The safety and personal protection of the presiding judge at that moment in time.
- The general public and Law Enforcement Officers in the Courthouse. This includes:
- Assisting Deputies.
- The spectators of the trial.
- The Plaintiff and Defendant + Attorneys.
- The General Public.
When the court is adjourned, the Bailiff and all Assisting Deputies are automatically dismissed unless told otherwise by the judge.
All current standing policies in place shall be enforced by the Presiding Judge, Bailiff and the Assisting Deputies in the courtroom. You will be provided with a handbook.
**Weapon Policy** - In the courtroom, no long guns (A B17 is allowed) shall be allowed and shall be stored in the Deputy's vehicle. The Bailiff shall also not be in possession of a long gun throughout the trial.
This policy is voided if there is a lockdown. Any Assisting Deputies posting outside of the Courtroom shall be in possession of a long gun, preferably a Delino R21A.
**Uniform Policy** - Bailiffs shall always be in Formals. Assisting Deputies shall always be in Class A's throughout the trial.
Bailiffs and all Assisting Deputies shall arrive 30 minutes to the Courtroom prior to the trial.
At the courtroom, if possible, the Bailiff shall get sworn in. Then, the Bailiff shall brief and assign all Assisting Deputies to a spot. This time will also allow for the placing off barriers and getting the trial set up.
**Bailiff Procedures**
**Court in Session:** When the judge hints the Bailiff, or announces that the Court is in Session, the Bailiff shall move to the middle and say, "ALL RISE", once everyone in the gallery has risen, the Bailiff shall proceed with "The District Court of New Haven County is in Session," "The Honorable (Judge's Name) PRESIDING." Then, the Bailiff shall proceed with, "Be seated". The judge will then most likely begin the case.
**Swearing in Witnesses:** When the judge calls a witness to the witness stand if they were not already sworn in, the Bailiff shall escort the witness to the witness stand and have them take a seat there. The Bailiff shall stand in front of the witness and say, "Do you solemnly swear to tell the truth, and nothing but the truth, so help you God?" When the witness is done being questioned, the Bailiff shall say, "Was the evidence you gave, the truth, the whole truth, and nothing but the truth, so help you God?" Then, the Bailiff shall escort the witness back to his or her seat in the gallery.
**Court in Recess:** If the judge announces that the Court is in Recess, the Bailiff shall go to the middle and say, "ALL RISE", once everyone has risen, the Bailiff can continue with, "The District Court of New Haven County is in Recess", then everyone will be able to move freely and enter and exit the courtroom.
**Court Adjourned:** If the judge announces that the court is adjourned, the Bailiff shall go to the middle and say, "ALL RISE", once everyone has risen, the Bailiff can continue with, "The District Court of New Haven County is Adjourned".
**Lockdown:** In the event of a lockdown, Assisting Deputies shall guard all doors of the courthouse, not allowing entry. All Assisting Deputies including the Bailiff shall have a long gun on their person for the duration of the lockdown. In extreme cases, the judge shall be escorted into the restricted area. Spectators can either be evacuated or remain seated at the Bailiff and judge's discretion.
A lockdown shall be conducted under the following prerequisites:
- A direct threat to the courthouse or near the courthouse that may induce a danger in the courtroom.
- There is an active shooter near or in the courthouse.
- There is a planned attck, have CID investigate this issue.
- Any other danger or threat that may be present in the courthouse.
The Bailiff should stand to the right side of the judge's stand. The only exception to this is when the Bailiff is performing official duties such as announcing the case is in session, etc. This may also include escorting the judge to a safe place/civilians to a safe place.
