#  Standard Operating Procedure
# Introduction
Upon it's creation the Security Agency is tasked with maintaining the security and safety of the Foundation. With a wide range of duties and responsilibites, which ensure the site is always secure. This document houses all protocols, and information of the Security Agency for members to view.
Our duties include the following:
**Protection of the CDC** - One of the main responsibilities, and most frequent one a Guard will do, is ensuring the CDC remains in a stable condition, with the Class D following all rules and regulations.
**Class-D Escorts** - To maintain the security of the site, the Security Agency is tasked with the escorting of all Class-D personnel throughout the site.
**Responding to incidents** - Security Agency personnel are trained and exposed to a wide range of incidents that may occur on the site, the Security Agency ensures that all incidents and events have a protocol to ensure order and safety is maintained at all times.

# SECTION I: HIERARCHY
The Security Agency maintains a hierarchy made up of all memebers, ensuring there is a proper system of oversight and direction. Our hierarchy is divided into three catagorieis, the [E] Enlisted, [CO] Central Operations, and [HC] High Command.
[E] Enlisted ranks:
- [E] **Junior Guard**- The first rank given upon acceptance. Junior guards should focus on securing and guarding the CDC, and only this. They are to take their GCT after spending one week in SA and completing one 3 hour quota. JG’s cannot escort tests without permission.
- [E] **Guard**- Guards are the first full rank in SA. They are fully functioning enlisted members of the Security force. They are to spend most of their time in the CDC guarding and doing other duties that SA does.
- [E] **Senior Guard**- Senior Guards are the most experienced, dedicated, and competent members of the Enlisted Security Agency. While they do not have any official duties specific to them they can take priority in normal duties and are the first monitored for Central Operations positions. In addition to this Senior Guards may escort U3 tests without any MTF present. To obtain Senior Guard you must have been in SA for at least 1 week and shown your activity and maturity. Senior Guards have a rank cap of 30
[CO] Central Operation ranks
- [CO] **Sergeant**- Sergeants are the first rank of Central Operations. They are not given full access to command documents but they are permitted to host trainings and are able to grade GCTs after being supervised once by a Officer +. Sergeants are given a week to prove themselves before either being ranked up or demoted back to their former rank.
- [CO] **Officer**- Officers are given full access to command documents and are able to host trainings on their own. Officers are permitted to give recommendations to Enlisted. At most there can be 10 officers
[HC] High Command ranks
- [HC] **Security Command** - Security Command makes up the head of the subdivisions in the Security Agency. Tasked with running their division, and advising the Chief of Security on issues.
- [HC] **Chief of Security**- The Chief is the figurehead of SA. They are able to do all duties that HC can do with some additional duties with permission from the overseer.

# SECTION II: PROMOTIONS
In order to be promoted, there is a setlist of requirements an individual must accomplish to achieve that position. This chain is only to be ignored with proper authorization or reasoning.
- **Junior Guard** - Junior Guard being the starting rank in SA is subsequently achieved by applying for SA and getting your application accepted.
- **Guard** - The rank of Guard is achieved by attending and passing a Guard Certification Test.
- **Senior Guard** - Senior guard is the most prestigious enlisted rank, and thus is the most difficult to obtain. You must be recommended by a Sergeant and a Officer.
- **Sergeant** - The rank of Sergeant can be achieved by applying for it when applications are open or by being handpicked for the rank.
*Ranks above Sergeant are handpicked by the High Command.*
**Guard Certification Test**
The Guard Certification test is a test that consists of questions that any Junior Guard can take at any time to be promoted to Guard. All officers are able to grade these tests. Before taking the test all Junior Guards must meet all the requirements below:
- Spent at least one week in SA
- Spent 3 hours on-site in a week
*Note: GCTs should be graded within 1-2 days after sending them, if they are not graded by that time then you should contact an officer.*

# SECTION III: TRAININGS
Trainings are reviews of a wide range of things that you may come across throughout your time in SA. Trainings can be hosted by any Central Operation members or higher. To better organize trainings and understand what they go over there are 4 main types, all of which are listed below.
**Combat**
Combat oriented trainings are meant to help increase SA members combat skills in ACS. These types of trainings can go over a wide range of things, some of them including scenarios that a SA member might encounter while on arc or just general combat scenarios such as TDMs or FFAs.
**General**
General Trainings are the basic training and should be conducted the most. They will begin or end with a quiz on the guidelines. The training should go over basic formations, procedures, and protocols. They should include strategies when doing their duties on-site to become even more effective.
**Joint Training**
Joint Trainings are trainings that are directed towards both SA and another combative department. These types of trainings can go over multiple things such as combat or anything else the hosts deem fit.

# SECTION IV: CDC PROCEDURES
As stated in the introduction the protection and regulation of the CDC is one of our main duties. Due to such, we have strict procedures on situations in order to maintain order.
**General Rules**
This subsection is designated to rules that should be followed at all times while in the CDC.
- When entering the CDCZ, always close the door behind you.
- Chatting with the Class-D is prohibited, unless necessary.
- Professionalism must be displayed while communicating with Class-D or other personnel.
- If you need to go AFK go into the viewing room.
- You should be aware of your surroundings at all times
- Random killing CD will not be tolerated and will be met with an according punishment.
- Follow all protocol procedures and formations accordingly.
**CDC Access**
In order to maintain order in the CDC, ensuring the safety of the site and foundation personnel, only authorized personnel can access the CDC. The following are permitted access:
- L-4+/Executive Personnel
- Combative Personnel
- Manufacturing Department personnel
- L-3 with permission and a combative escort
- EC with permission and a combative escort
- DEA with permission and a combative escort
**Formations**
To ensure safety is a priority, Security Agency personnel are to position themselves in formations while in the CDC.
- Ground Floor: Minimum of 3/Maximum of 6 (Always be behind barriers unless circumstances arise)
- Catwalk: Minimum of 1/Maximum of 3
- Balcony: Minimum/Maximum of 1
- CDC Control Room: Minimum/Maximum of 1 (Sgt+ always)
**Virus Outbreaks**
A virus outbreak is the most dangerous situation that can occur, therefore if one is noticed then you should follow the instructions stated below:
- Announce that an outbreak has occurred in tactical comms. Ensure to mention the location.
- Notify appropriate personnel in respective discord servers.
- Lockdown the CDC until the outbreak is contained and terminate any CD not in cells.
- Ensure any affected foundation or security personnel reset.
- Guard the CDC checkpoint and ensure only personnel authorized to deal with an outbreak enter (MTF) or executive personnel (L-4+)
**CDC Riot**
A riot is when multiple armed CDs keep killing SA members in the CDC to the extent that SA can no-longer guard the CDC. If a riot occurs naturally or from a hosted event you should follow the instructions below:
- Announce that a riot is currently occurring in the tactical comms
- Immediately notify the MTF Unit which specializes in riots, and the Special Duties Unit. Both can be pinged in the Joint Combatives Discord Server.
- Hold defensive formations at the CDC checkpoint and wait for further instructions from SDU, a HR, or a MTF Operative.
- DO NOT push up all the way to the CDC if the riot is an event. If the riot is not an event then SA is permitted to push up into the CDC to contain it.
- Lockdown the CDC after the riot has been contained.
*Note: SDU takes full priority in riot situations and are allowed to focus on their own protocols relating to riots rather than focusing on these.*

# SECTION V: SOLITARY REGULATIONS
Solitary confinement is used to reduce the chaos in the Class D Containment area by isolating rowdy CDs. Solitary should only be used when a CD fits one of the subjects stated below, putting a CD in solitary for no reason or abusing it, in general, will result in a punishment.
**Green Offense**
Small, non-hostile offenses. These can include but are not limited to, crossing the line multiple times, disobeying security personnel’s orders, or resisting solitary confinement. An individual has to commit 5 green offenses to be put in solitary. They are to start at 5 minutes and increase 2 minutes each time they are put in solitary.
**Orange Offense**
Hostile actions that may or may not result in the deaths or injuries of lower-level personnel. This includes rioting, shooting foundation personnel and security personnel, taking hostages, breaching a unit 2 SCP, and roaming the facility. An individual has to commit 3 orange offenses to be locked in solitary. They start at 10 minutes and increase by 4 minutes each time they are put in solitary.
**Red Offense**
Extreme offenses that result in the death or injury of executive personnel (L-4+) or actions that result in putting multiple personnel in danger. This includes killing or taking hostage an executive member, breaching a unit 3 SCP, and massive killings of foundation personnel. An individual only has to commit 1 red offense to be locked in solitary for 15 minutes, increasing by 5 minutes each time it is repeated.
*Note: When putting someone into SC you should log it in the tactical radio using the following format- CD in SC until XX:[TIME]. Example- “RoYaLJeLLo in SC until XX:30"*

# SECTION V: PROTOCOLS
**Lockdown Procedure**
Lockdowns are only to be called when CDs are rioting to the point where SA can no longer effectively keep the CDC safe and secure, there is a large virus outbreak in the CDC, or an SCP breach occurs in the CDC. The rules for locking down are stated below.
- There is a 10-minute cooldown between lockdowns.
- The maximum time for lockdowns to last is 15 minutes.
- If rioting continues, the next lockdown can last an extra 5 minutes.
- Lockdowns are to only be called upon if there is constant uncontrollable rioting from CD, if there’s just 1 CD rioting, resort to SC.
- Lockdowns must be performed in an ethical fashion.
- All CDs outside of their cells are to be escorted to their cells during a lockdown. (Armed CD may be detained to their cells but must be released once there)
- All doors are to be closed once a lockdown is called.
- Lockdowns may not be called during events.
**Escorting Procedure**
Escorting is one of the most important duties for SA, as it allows MD and ScD to carry out their duties. When escorting you should follow these procedures. Below are some basic procedures that should happen when escorting and are the briefs for different tests.
- Only Guard+ can escort tests, Senior Guard+ may escort U3 tests without any MTF.
- Detain and bring up CD through the observation room that are requested.
- Once you arrive at the SCP briefing room, allow the ScR to tell the CD what the procedures for the test are. You will then have the CD enter and carry out the test.
- You are not to enter the SCP containment room unless terminating a CD from orders, or they are non-compliant.
- If it is an MD checkup, you will proceed to the medbay and guard the CD and MD. CDs should not be terminated in these unless they break rules, or instructed to for valid reason by MD.
- After a tests conclusions bring the CD back to the CDC unless they have one of the following
- An SCP in their inventory they cannot put back
- Missing an entire limb or more
- Cannot see or move
- Any sort of dangerous addition that can harm personnel
- Major deformations
**Escort Briefs**
Scientific Test
Class-D, you are partaking in a scientific test.
You may not flee from the facility.
You may not breach any SCPs.
You will only speak when spoken to.
You may not injure anybody and may only use medkits or drink coffee.
You will follow all orders or face termination.
Am I understood?
Medical Checkup
Class-D, you are partaking in a Medical Checkup.
You may not flee from the facility.
You will not resist any treatment.
You will answer all questions truthfully.
You will only move if instructed to.
You may not injure anybody and may only use medkits or drink coffee.
You will follow all orders or face termination.

DEA Tour
Class-D, you are partaking in a DEA Site tour.
You may not flee from the facility.
You may not breach any SCP’s
You will follow the DEA step by step.
You may not try to run away.
You may not injure anybody and may only use medkits or drink coffee.

**CDC Containment Breaches**
If a breach occurs in the CDC then SA are to follow the instructions stated below:
- Lockdown the CDC and put all CD in their cells.
- Evacuate all non-combative and non-executive personnel from the CDC.
- Guard the CDC checkpoint and ensure only combative and executives enter.

**Outside-CDC Containment Breaches**
Containment breaches are handled by MTF operatives however SA have their own job to carry out when they occur. When a containment breach occurs SA should follow the instructions below.
- Lockdown and secure the CDC. Ensure that no CDs can escape to either interfere with containment or cause more breaches.
- Follow lockdown protocols.
- If the breach is in the CDC then focus on the CDC breach procedure.
- Ensure that all non-combative personnel are in the breach shelter.
- Once all personnel are in the breach shelter, close it and keep it shut.
- The breach shelter is not to reopen unless one of the following circumstances are met:
- L4+ orders you to open it
- An MTF orders you to open it
- The breach has been contained
- The breach shelter has been compromised (Hostile entity or person enters)
- The breach is not considered contained until the alarm has been turned off, *until then all SA should remain INSIDE the breach shelter.*

# SECTION VI: PUNISHMENT SYSTEM
Most punishments will be dealt with on a case by case scenario. However, there are a few categories of punishments that have set punishment conditions.
- Failure to meet the quota
- On the first occasion, warning.
- On the second occasion, removal from the department.
- Immaturity
- On the first occasion, warning.
- On the second occasion, strike
- On the third occasion, demotion.
- On the fourth occasion, removal.
- Disrespect to superiors
- On the first occasion, warning.
- On the second occasion, demotion.
- On the third occasion, removal.
For punishments not specified, there can be multiple ways to handle them, which all depends on the severity of the offense. There are three types of offenses: [W]= Warning [S]= Strike [DE]= Demotion/Exile
3 Warnings = 1 strike, and 3 strikes= 1 demotion/exile. Demotions or exiles will be handled by members of High Command. Below are some of the punishments that can be given and for what reasons.
- Warnings
- Speaking out of team chat
- Entering MTF armory
- Immaturity
- Strikes
- Random killing a CD
- Escorting as a junior
- Entering U3
- Demotion or Exile
- The mass murder of CDs
- Killing Foundation Personnel
- Attempting to recontain SCP
*Note: Any situation not stated above is up to the punisher to figure out a necessary punishment.*

# SECTION VII: CODE OF CONDUCT
In order to maintain the Security Agency, all personnel are expected to follow our Code of Conduct while representing the Security Agency.
- Professionalism at all times.
- You can have fun on-site but keep it to a minimum and additionally be a good representative of SA.
- Communication with Class-D are prohibited.
- Exempt when giving instructions.
- Always follow orders from High Ranks.
- All orders given by High Ranks are to be followed unless they are deemed as unethical.
- You are strictly prohibited from re-containing SCPs.
- The SA isn’t allowed to RC any SCPs so, therefore, you should stay as far away from breachable/breached SCPs as possible without compromising your duties.
- Complete weekly quota.

- Do not attempt to save hostages.
- The only people that should make attempts to save a hostage are to be SDU or Psi-9 personnel.

# SECTION VIII: SUB-DIVISIONAL DEPARTMENTS
The Security Agency is currently made up of two sub-divisional departments named the Special Duties Unit, and the Combat Medics. Both have unique responsibilities while on site.
**Specialized Duties Unit**
The Specialized Duties Unit (SDU) is a subdivision of SA that is specialized in all combative duties, some of these duties include but are not excluded to: Rescuing Hostages, Containing Riots, and Patrolling the facility. Due to the fact that they specialize in these duties it means that they have full priority over them as well as with other combat-oriented units.
*Note: SDU are permitted to use the M249*
**Combat Medics**
Combat medics are a sub-division of SA that is specialized in healing any injured SA units while also assisting them combatively.
*Note: Further information about CM will be included once it is released.*
# SECTION IX: CONCLUSION
Each policy and procedure outlined in this handbook, is required to be followed by all members of the Security Agency. Should this document and its contents be broken, administrative action will be taken.
All members of the Security Agency are required to have a thorough understanding of each concept and area defined within this document.
