We accept that all must subjugate themselves to that Government, giving up certain rights and freedoms, in return for peace, prosperity and happiness for all.* ***W**e believe that the Galactic Government derives its power and right to rule from the consent of the governed. We believe that, should the rights of free beings be willfully and malignantly usurped, it is the unalienable right of said beings to alter or abolish said Government.* ***W**e believe that the Galactic Empire has willfully and malignantly usurped the rights of the free beings of the Galaxy and therefore, it is our unalienable right to abolish it from the Galaxy.* ***W**e do not take this course lightly. Governments long established should not be changed for light and transient causes, but when a Government displays a history of usurpation, abuse and moral atrocity, displaying a clear design to subjugate totally and absolutely beings born free under the auspices of nature, it is our right—our duty—to depose of that Government.* ***T**he history of the present Galactic Empire is of repeated injuries upon its members, with the direct objective of establishing you, Emperor Palpatine, as absolute tyrant over the Galaxy:* > **Y**ou have disbanded the Senate, the voice of the people; > **Y**ou have instituted a policy of blatant speciesism and genocide against the nonhuman peoples of the Galaxy; > **Y**ou have overthrown the chosen leaders of planets, replacing them with Moffs and Governors of your choice; > **Y**ou have raised taxes without the consent of those taxed; > **Y**ou have murdered and imprisoned millions without benefit of trial; > **Y**ou have unlawfully taken land and property; > **Y**ou have expanded the military far beyond what is necessary and prudent, for the sole purpose of oppressing your subjects. *We, the Rebel Alliance, do therefore in the name—and by the authority—of the free beings of the Galaxy, solemnly publish and declare our intentions:* > **T**o fight and oppose you and your forces, by any and all means at our disposal; > **T**o refuse any Imperial law contrary to the rights of free beings; > **T**o bring about your destruction and the destruction of the Galactic Empire; > **T**o make forever free all beings in the galaxy. **T**o these ends, we pledge our property, our honor, and our lives. --- ART. 2 - LEADERSHIP -- In order to provide for a stable and effective rebellion, a leadership and hierarchy shall be established. **SEC.1 CHIEF OF STATE.** The Head of State (Chief of State) shall be referred to the title of "Chancellor". The Chief of State shall be a member of the rebellion and shall be the key spokesperson for the Rebel Alliance. **SEC.2 AUTHORITY OF THE CHIEF OF STATE.** The Chief of State shall be the Commander in Chief of the Alliance Military and it's components. The Chancellor shall be the highest obtainable office in the Rebellion, and shall have the final say on all matters, so long as it does not violation our personal liberties. The Chief of State shall be granted the authority and power to designate officers of the Alliance Military. The Chief of State and any other person(s) he designates, can create and form treaties, with two thirds approval from the Alliance Council. They shall also have the power to dispatch ambassadors, and set up embassies. The Chief of State and Vice Chief of State shall have power to designate a person a Rebel Extremist, and revoke them of access to the Rebel Alliance if they deem plausible. The Chief of State shall have the power to restore voting rights and overturn other political penalties on individuals and shall have the power to issue executive orders, these orders shall not conflict with any existing laws, or court ruling. Executive orders shall be recognized as a law unless they are overriden by a court of law, or conflict with a law passed from the Alliance Council. The Chief of State shall have the ability to sit on Alliance Council gatherings, and submit recommendations to the Alliance Council for consideration. Thie Chief of State shall ensure the Vice Chief State known as the "Vice Chancellor" and Head of Government is faithfully executing the laws of our land. The Chief of State shall also work within his abilities to also ensure laws are executed. The Chief of State and Vice Chief of State shall ensure Rebel Officials are appropriately protected from physical threats. The Chief of State and Vice Chief of State shall jointly designate those whom qualify for Honor Guard details. The Chief of State shall have the power to assume duties delegated to the Vice Chief of State if they so deem plausible. **SEC.3 VICE CHIEF OF STATE.** The Head of Government formally known as the Vice Chief of Staff and refered to the title of Vice Chancellor shall be the lead official on government affairs, excluding the Military where applicable. **SEC.4 AUTHORITY OF THE VICE CHIEF OF STATE.** The Vice Chief of State shall be responsible for the faithful execution of the laws. He may, by appropriate court action or proceeding brought in the name of the Rebellion, enforce compliance with any constitutional or legislative mandate, or restrain violation of any constitutional or legislative power, duty, or right by any officer, department, or agency of the Rebellion The Vice Chief of State, as the Head of Government shall have the power to nominate Adjudicators to the Judicial benches. The Vice Chief of State shall also be granted the power to appoint members to lead the Civil Ministries, with the consent and approval from the Chief of State. These Ministers shall serve on the Alliance Cabinet for a lifetime unless death, resignation, or removal occurs. Ministers shall also be voting members on the Alliance Council. The Vice Chief of State shall have the power to issue executive orders, these orders shall not conflict with any existing laws, court ruling or order from the Chief of State. Executive orders shall be recognized as a law unless they are overriden by a court of law, or conflict with a law passed from the Alliance Council. In the absense of the Secretary of the Cabinet, the Vice Chief of State shall take over all relevant duties listed for the Secretary of the Cabinet. The Vice Chief of State shall serve at the pleasure of the Chief of State. **SEC.5 VACANCY AND ABSENCE.** In case of the temporary absence of the Chief of State from office, the Vice Chief of State shall serve as acting Chief of State. In case of a vacancy in the office of Chief of State for any reason, the Vice Chief of State shall succeed to the office. ART. 3 - EXECUTIVE BRANCH -- The Executive Branch shall be the main body tasked with the enforcement of law & order, and the execution of our duties as a rebellion.
