## SECTION I. - FORCE STANDARDS
### 1.1 - RESPONSIBILITIES OF AGENTS
While employed within the Immigration & Customs Force, certain responsibilities are expected of every agent. Handling citizenship requests should be the primary focus of all ICF Agents. Each Agent is required to put in effort when addressing these requests.
Currently, there are no formal activity requirements; however, you are expected to show some form of activity, such as participating in the department’s communication channels (e.g., #immigration-chat).
### 1.2 - CONDUCT EXPECTATIONS
All Agents within the Immigration & Customs Force are expected to be held to a high standard, as you are the backbone of the State and play a key role in keeping it running by controlling who enters the game. As such, here are some basic rules you must follow as an Agent within the Immigration & Customs Force.
#### 1.2.1 - PROFESSIONALISM
All members of the Immigration & Customs Force are held to a high standard of conduct. Agents must fulfill their roles to the best of their ability and conduct themselves appropriately-especially in public view, where they may be subject to public scrutiny.
#### 1.2.2 - CODE OF CONDUCT
The Code of Conduct is a set of rules that all Agents must follow and serves as a guide to maintaining high standards while fulfilling their duties. All Agents are expected to uphold the following:
- Agents shall not be biased in any form, whether in favor or against anyone. If you are unable to remain impartial, you are expected to hand the case off to another Agent.
- Agents shall not show emotions or be influenced by any person while executing their duties. They must handle all matters professionally and appropriately. This approach ensures trust and confidence between the department and the community.
- To maintain this trust, agents should be transparent with the community to a reasonable extent but not to the degree that the citizenship process or system could be compromised.
- Agents must speak English when representing the department.
- Respond to all direct messages (DMs) within a realistic timeframe (48–72 hours); immediate responses are not required.
- Follow all outlined policies and the Code of Conduct.
- Respect and comply with all orders issued by ICF Command.
- Adhere to standard procedures and respond to appeals in the order they are submitted.
- Ask for assistance when needed—do not make careless mistakes due to incompetence or lack of training.
- Do not abuse your position.
- Use ICF commands only within ICF-designated channels; do not use them elsewhere.
#### 1.2.2 - EXPECTATIONS AND STANDARDS
All Immigration and Customs Force Agents shall uphold high standards in the performance of their duties. Expectations and responsibilities must always go hand in hand. You are expected to present yourself in a respectful and mature manner, act professionally when handling your duties, treat everyone with respect regardless of their status, and conduct yourself reasonably at all times.
## SECTION II. - POLICIES & PROCEDURES
### 2.1 - POLICIES
#### 2.1.1 - NON-DISCLOSURE POLICY
All access afforded to you as an Immigration and Customs Force Agent must be kept private and not disclosed to the public. This includes any screenshots of channels in the main communications Discord. Any information released publicly must be confirmed by the current Immigration and Customs Force Director.
#### 2.1.2 - APPLICANT POLICY
Community members must meet the following criteria to be considered eligible for employment:
1. **Community Engagement (2 of the following):**
- Possession of a LETI Certification (active status not required)
- Possession of a BAR Certification (active status not required)
- 180 continuous days of activity in the Mayflower Server
- 120 days of service in an emergency services agency
- 65 continuous days of service in a state agency (excluding emergency departments)
- Ownership of a business officially licensed by the Department of State
2. **Good Standing (3 of the following):**
- No severe Discord moderation history
- No felonies on criminal record
- Minimal game moderation history
3. **Activity (3 of the following):**
- In-game activity within the past 2 weeks
- Discord activity within the past month
- Discord activity in departmental or business servers
4. **Citizenship (1 of the following):**
- Citizenship on no more than one account within the community
5. **Account Standards (3 of the following):**
- Two-Step Verification enabled on both ROBLOX and Discord accounts
- ROBLOX account must be at least 2 years old
- Discord account must be at least 2 years old
- Exception to the 2-year Discord account requirement must be approved by the ICF Director
Applicants are strictly prohibited from contacting members of ICF Command regarding hiring. Doing so will significantly reduce the chance of being accepted.
#### 2.1.3 - NEUTRALITY POLICY
ICF Agents must perform their duties in a neutral and unbiased manner. Specifically:
- Agents must process appeals in the order they are received, without randomizing or prioritizing certain individuals.
- ICF Directors may grant citizenship only to individuals they know or can verify are not alternate accounts.
- Agents must not allow their judgment to be influenced by political or religious beliefs, race, gender, or any other personal factors.
- If an agent cannot make an impartial decision, they must recuse themselves by labeling the appeal as requiring a secondary opinion or referring it to a Special Agent via direct messages.
- Agents may not endorse candidates or themselves for personal gain. This applies to departmental promotions, elections, or any situation where identifying as an ICF Agent could influence others.
- This policy does not prohibit running for office or seeking promotion, but agents must not identify themselves as ICF Agents or endorse others in that capacity.
As ICF Agents, you must carry out your duties in accordance with these policies to ensure every community member is given a fair and equal opportunity to participate and grow. Abuse of your position will not be tolerated.
#### 2.1.4 - GOOD STANDING POLICY
As role models in the community, ICF Agents are expected to be law-abiding residents who represent the department with integrity. They should welcome and encourage new community members to engage and integrate smoothly. This means:
- ICF Agents may not have felonies on their criminal record.
- Agents charged with a felony may appeal; if the appeal is denied by the courts, termination will follow.
- Agents are encouraged to use criminal alternate accounts if they intend to commit crimes, in order to protect the department’s reputation.
- ICF Agents must never violate Discord or game rules under any circumstances.Minor offenses such as glitching vehicles may be forgiven, but crossing the line in heated arguments violates this policy.
- Agents must be respectful to all community members and recognize when their comments cross acceptable boundaries.
- Toxic or problematic behavior is not tolerated; agents should integrate smoothly into the community.
Remember, every action you take, regardless of team or role color, reflects not only on the ICF but also on Community Administration as a whole. Our department’s mission is to grant and enforce citizenship rules, and drawing unnecessary negative attention undermines this goal. Before acting, consider how your behavior might affect the ICF’s reputation and seek alternatives such as using criminal alternate accounts or disengaging from needless conflicts.
#### 2.1.5 - SECRECY POLICY
All members of the Immigration and Customs Force are sworn to secrecy the moment they accept a job offer from the ICF Director. This means:
- Any and all information obtained while performing your duties as an ICF Agent is classified and must remain confidential within the department.
- All information, including this handbook, is classified for members of the department and Community Administration only.
- All communications and information within the ICF are classified. Legislative acts of congress have no authority over the ICF; therefore, any law conflicting with this policy or other ICF policies will not exempt you from disciplinary action for leaking department information.
- Investigations, data, and intelligence related to the ICF are strictly confidential and may not be shared with other agencies unless explicit permission is granted by the ICF Director.
- It is important to understand that the ICF is not a government branch but a branch of Community Administration. No government official may overrule the ICF Director. Any threats or actions by state officials against ICF Agents for withholding ICF information must be reported immediately to the ICF Director and ICF Command, who will take appropriate protective measures.
- The ICF gathers information through unorthodox methods, including moderation logs and Discord chats. These sources must never be leaked to investigative agencies to protect the privacy of community members.
### 2.2 - PROCEDURES

#### 2.2.3 - INVESTIGATIONS PROCEDURE
Before handling any citizenship procedures, a rigorous background check must be completed. Any notable findings must be recorded in (#immigration-evidence) using the following format: Roblox:UserID / Reason / Evidence.
#### 2.2.4 - DUAL CITIZENSHIP
Dual Citizenship refers to a user holding citizenship on more than one account. This practice is strongly discouraged due to its potential to facilitate election fraud. If exploited during an election period, it may result in a permanent ban.
If the user has not violated any game rules, citizenship on all but one account should be revoked, ensuring that only a single account retains citizenship.
In cases where a user voluntarily admits to having Dual Citizenship, or it is inadvertently disclosed by another ICF Agent, a ban should not be requested. Instead, citizenship on the specified account should be promptly revoked according to the user’s request.
#### 2.2.5 - CITIZENSHIP BLACKLISTS
A blacklist, also known as a Persona Non Grata, is a ban from citizenship imposed by the ICF Director, Community Administration, or authorized Agents. Individuals or organizations on the blacklist are prohibited from obtaining citizenship within the State of Mayflower unless the blacklist is reversed with permission from the ICF Director or Community Administration.
Blacklists may be issued for the following reasons:
- An account is deemed an alternate account of another individual.
- An account has submitted five or more appeals within a 12-hour period.
- An account has attempted to bribe or threaten an ICF Agent to gain citizenship.
- An account has been compromised, or an emergency citizenship transfer has been granted.
- Failure to follow standard citizenship transfer protocols.
- At the direct orders of the ICF Director.
- The ICF Director may issue a blacklist at any time, for any reason.
Citizenship blacklists can only be appealed to the ICF Director. All blacklist appeals must be forwarded directly to the Director. If an appeal is denied and the individual wishes to dispute the blacklist further, they will be referred to Community Administrator dataxry.
## SECTION III. - CITIZENSHIP PREREQUISITES
### 3.1 - ACCOUNT REQUIREMENTS
This section outlines the minimum criteria that must be met when granting a user citizenship within the State of Mayflower. Membership in the official State of Mayflower group can increase the likelihood of approval; however, you should still perform a thorough background check, as their citizenship process can contain errors.
Avoid being overly strict with these requirements—they serve as a basic guideline. The goal is to ensure that the Roblox account granted citizenship is genuine and active. Use your judgment to determine if the account is the user’s main account. The purpose is to limit the number of accounts processed daily while still granting citizenship to legitimate main accounts. Check account activity, such as the dates badges were earned, to assess if the user is active.
**Minimum Requirements:**
- Account Age: At least 730 days (2 years)
- Badges: At least 60 badges per account year (e.g., a 2-year-old account should have 120 badges)
- Badges earned on accounts created before 2015 should not be counted
- Inventory: Inventory visibility set to Everyone
- Accessories: Minimum of 15 paid accessories
- Clothing: Minimum of 12 paid shirts, pants, or t-shirts
- Groups: Member of at least 5 groups, ranked 2-3 ranks above the first rank
- Membership in larger communities increases approval chances
- Places: Owns at least 2 places
- Favorites: At least 4 favorites
- Friends: Minimum of 12 friends
- Followers: Approximately 20 followers per account year
- Accounts created before 2017 must have more than 190 followers (due to bot followers)
- Followers should not be given excessive weight in the evaluation
### 3.2 - ORGANIZATION BLACKLISTS
As outlined in section 2.2.5, organization blacklists can only be issued by the ICF Director or Community Administration. Whenever a new group is added, the ICF Director will notify all Immigration and Customs Force Agents.
