# Grant Ships: New Meta This outline proposes Grant Ships as a primary funding mechanism for Scroll, that aims to attract genuine users by supporting the development of novel "Scroll-First" applications (dubbed "New Meta"). ## Get Them to Bridge Every L2 relies on the steady consumption of blockspace. Sustainable network usage comes from users -- not armies of mercenaries seeking to extract incentives. For this reason, we maintain that the only way to get real users to the bridge is the creation of New Meta -- applications that are Scroll-First. New Meta is the first-mover for network adoption. While it's true that Defi behemoths dominate in core metrics like TVL, people don't bridge to new networks to use Uniswap. People bridge to new networks for new experiences. ## The Best Tool For This is Grant Ships New Meta doesn't grow on trees. Talent is rare, and is often repelled by the frustrating, bureaucratic structure of traditional DAO grant systems. Grant Ships allows allocators (aka Ships) to implement their own funding vision without dillution-by-consensus. Its pluralistic structure allows differentiated perspectives to compete in an open arena. The DAO assesses Ship performance, driving relative funding levels. Low-performing Ships are scuttled, creating opportunities for new participants to enter the game. The DAO assessment incorporates objective metrics as well as subjective value assessments from each voter -- ensuring that 'value' is not subservient to gameable metrics, nor to the whims of the mob. This system creates an evolutionary flywheel where more capital ends up in the hands of allocators who can attract talented builders capable of shipping breakout products. ## Growing the Pie (Sequencer Revenue Flywheel) In order for Scroll to take their rightful place at the top of the L2 Beat chart, they need every actor in the ecosystem aligned towards a singular goal: sequencer revenue go up. Therefore, Scroll should commit a time-locked % of its sequencer revenue toward funding New Meta through Grant Ships. This directly aligns the incentives of every actor (Ships, Builder, DAO) towards one collective goal.
