Skrell are one of the oldest ‘regular’ species players can play, Exotic alternatives to modern tech, with a slight edge in the medical, bioengineering (if they, indeed, forced the Akula evolution), and data processing. A little bit more of mysticism mixed in with their traditions. ================================================================================================ The Vikara Combine ## Overview The Vikara Combine is a technologically adanced interstellar power occupying an area of the Sagittarius arm closest to Sol, towards the core of the Milky way. One of the earliest spacefaring powers of the current era, they are comprised of the the technologically advanced species of Skrell, Teshari, Vulpakin, and numerous others, it is a relatively small power in terms of area; however, the density of industrial developed systems within its sphere of control is very dense. The Vikara Combine established contact with humanity in 2134, completing transfer of Tachyon Flux Engine technology by 2157, giving the fledgingly powers of humanity faster-than-light travel for the first time in its history. A realm whose outward ambitions appear benign and open to advancing other races in their own development, the Vikara Combine's true motives are murky at best, and insidious at worst. ## Origins of the Vikara Combine ## The Modern Vikara Combine ## Governmental structure The government of the Combine can be best be described as a meritocracy featuring a limited representative legislative body. This is composed of two 'Circles', which could be considered similar to houses of a parlimentary system; however, the amount of power these bodies can wield would be considered authoritarian by human observers. These are known as the 'Circle of Species' and 'Circle of Worlds'. The 'Upper Circle', or 'Circle of Species', fulfills the role of an executive body that is tasked with the day-to-day governing of the Combine and control of its myriad bureacracies. This group consists of two representative members of each species formally inducted as constituent members of the Combine, each of whom are given a portfolio of responsibility of oversight of the Combine bureacracy. The senior advisory role of the Upper Circle is know as the Coordinator, and is *typically* (but not always) taken by the senior Skrell representative, though the role of Deputy Coordinator is typically taken by the senior Teshari representative. Other areas of responsibility include: * Foreign Relations * Trade * Infrastructure Development * Technology * "Species Development & Cultivation" * Vikara Combine Armed Forces The "Lower Circle," or Circle of Worlds, has the responsibility of handling internal relations between planets and implimenting the policies of the Upper Circle, through legislation and debate. Taxation is also handled through the Lower Circle, as well as the regulation of corporate entities after the end of the Phoron Wars, which saw greater scrutiny placed on these powerful entities throughout known space. The Lower Circle is comprised of a representive and deputy chosen by their planet to represent their interests in the Combine, and is hosted on Qerr'Balak. More often than not, it seems as if a Skrell is selected for the position of either representative or deputy representative. One of the more interesting aspects of the combine is that newly colonized or integrated planets are considered both a part of their establishing entity (the Teshari, the Akula, Vulpakin, etc.) and subject to oversight of the Lower Circle, which has led to a number of bureacratic incidents throughout the years. A planet might be considered a Teshari colony, but it also a member of the Lower Circle, requiring a dual-governmental allegiance in order to function on the local level, and to have a functioning interface with the rest of the Combine through access to the trade lanes, subsidies and other assets funded by the Lower Circle. -Indivdual sovereignty of the Tesh, Akula, and other member species ## The Vikara Combine Mustered Soldiery The VCMS are the ## Important Events in Combine History - The Akula Controversy ((get the little blurb from the Skrell page)) The overall mishandling of the Akula's 'uplift' by the Skrell and Teshari led to the creation of the "Species Development and Cultivation" program, to ease newly discovered species into the Combine in a more gradual process, to preserve their existing culture and society without the devastating consequences this incident fomented. This stemmed from the Akula being one of the first species the Combine encountered as they expanded out from the Qerr'balak system; and as such many, many mistakes were made, as various groups attempted to rapidly integrate the near-tribal culture of the AKula into a space-faring civilization, or establish a protective ring around various settlements on the aquatic world. - First Contact with Humanity As Skrell long range explorers made contact with the oulying colonies humanity established around the 2130s, they began to impliment the first stages of 'development' to bring the newly discovered sapients into their sphere of influence. At first, things went well, and the process of early technology transfer to the mammalian species began by 2151. However, as humanity began to adopt and modify the FTL and genetic modification tools they had been gifted, the leadership of these diverse, semi-related polities became more adverse to the suggested cultural changes given by the Combine advisors in their midst. Eventually, the Upper Circle decided and more 'aggressive' approach was required; of course, this could not be something traced back to the Combine itself. The exact facts of the time are still murky, however, it is known that third parties were 'encouraged' to press humanity along its borders in a coordinated fashion. Historians postulate that this was done to push part of humanity, ever fractious in its internal politics, to break off and seek Combine membership, thus giving a significant foothold in human space. However, the War of 2195 ended with the major human polities banding together and the Orion Confederation. This has forced the Upper Circle to reconsider just how quickly it tries to 'develop' possible new member species in the future. - The Phoron Wars - ((get more info)) - Veymed: The 600 kilogram Akula in the room - ((look up Vey-Med)) - Teshari Expeditionary Fleets The Teshari Expeditionary Fleets came about as a political concession to the Teshari to satisfy their own internal needs for expansion and exploration. THey focus on gathering scientific data and research, and act as relief valve for the Teshari population to colonize suitable worlds, leaving scientific enclaves in interesting locations throughout the frontier.
