All active duty personnel are expected to study and display the guidelines set by this handbook at all times. # Table of Contents [TOC] ## Introduction A basic introduction to the agency and the basic operational procedures. ### 1.1 Agency Purpose The Sentinel Behavioral Institute is tasked with the ethical management and oversight of those that are held detained under its jurisdictions. Each member of personnel represents the agency and those that have contracted the agency — notably the United States Government. As a result, the agency is placed under extreme scrutiny by that of the United States, its agencies and subsidiaries, as well as the internal bodies of the Institute itself. These rules were crafted to protect the agency and those that work for it from these many sources of scrutiny. They are to be strictly enforced at all times by those with proper authority to do so. No person shall enjoy certain protections from these rules unless stated explicitly and reasonably by these rules. ### 1.2 Agency Structure The agency shall be led by a Director, who shall choose their Deputy to serve in times where they cannot. They shall be tasked with making all executive decisions and serving as a liaison between the agency and its subsidiaries. The Deputy Director shall be tasked with the day-to-day operations and oversight of all internal bodies within the Agency. The agency shall be made up of numerous internal bodies, departments, and offices that shall be led by a Department Head and their Deputy; both of which shall be appointed by the Director with the advice of the Deputy Director during times of vacancy. These internal bodies, departments, and offices shall be as follows. __The Combative Department__ shall be tasked with the day-to-day enforcement of rules and orders within the institute. They are primarily responsible for ensuring the safety of individuals housed within the institute and, by extension, the safety of all personnel. This division is considered the backbone of the facility. __The Analytical Department__ was established to examine and document behaviors and mannerisms displayed by individuals. These files are some of the most important documents in the nation and are kept under extreme surveillance. __The Research Department__ is composed of medical doctors, nurses, and staffers that are charged with ensuring the treatment of all personnel and individuals housed within the institute. In certain cases, they may be empowered to conduct research and testing upon individuals if such research is deemed necessary to the institute, its subsidiaries, or other overseeing bodies. ### 1.3 Guiding Principles This agency shall be led with the purpose of adhering to certain core principles that should guide the decisions of everyone within the agency as well as the agency itself. These principles are as follows. __Efficiency and Team Work__ shall be ideal for ensuring a satisfactory final product and that each person intertwined within the agency serves a purpose and benefit towards such a final product. __Integrity__ is an important principle to the agency that proposes that each person carries themselves to the highest standard for themselves — even when nobody's watching. __Dependability__ requires that each employee and personnel member holds high devotion to the agency and those within to continuously serve their role at all times without undue error. __Loyalty__ shall be a burden of allegiance and responsibility towards the agency, its leaders, and those around the agency for the purpose of upholding the values and orders brought by the agency. ### 1.4 Definitions A __Tier III__ offense shall be defined as any action that violates a specific rule or procedure that shall be punishable by immediate termination or a suspension no less than seven days. A __Tier II__ offense shall be defined as any action that violates a specific rule or procedure that shall be punishable by a suspension no less than three days and not lasting five days, alternatively a written demerit may be issued to the employee to stand on their record. A __Tier I__ offense shall be defined as any action that violates a specific rule or procedure that shall be punishable by a suspension no more than three days or by a written demerit issued to the employee to stand on their record. A __Procedural Tier__ offense shall be defined as any action that prohibits or acts in contempt of a specific procedure that may jeopardize the procedure. It shall be punishable by the procedure being conducted de novo as well as a written demerit issued to the employee to stand on their record. An employee’s __designated office__ shall be defined as the internal department, office, or organization that personnel are employed within. Each designated office is led by a Department Head and their Deputy, pursuant to Rule 1.2. __Confidential Information__ shall be considered information or documents that are inaccessible by nonemployees or members of the Public, information or documents that are specifically labeled as classified or confidential, information or documents that have been declared by the Agency Director as confidential. ## Substantive Policy A Substantive Policy shall, in this context, be considered regulations that restrict or dictate which actions are prohibited or regulated within the agency. ### 2.1 Uniform Policy Each employee shall be provided for department uniforms, which shall be designed and selected by the department head of the employee’s designated office, and, in times where a uniform cannot be provided by the agency, there shall be no requirements for such uniforms. During times where a uniform is provided by the agency through development means or monetary compensation, such uniform shall be required to be worn. A department head may outline policy for their designated office that shall be subject for approval by the Agency Director. No employee may wear any clothing, hair, or accessories that shall obstruct their Roblox username displayed above their head while on-duty. Additionally, no personnel may wear Roblox accessories that protrude through the armor that they spawn with. Personnel may not utilize the hide-name feature unless they are a member of an investigatory department or have been authorized by their respective department’s command. Personnel, using this feature, must immediately identify themselves to anyone that may have such a request. Any violation of this policy shall be considered a Severity Tier I Offense. ### 2.2 Equipment Policy Equipment shall be provided for by the agency and shall be properly maintained at all times by the employee. A department head may further outline a more specific equipment policy that shall be subject for approval by the Agency Director. The Public Announcement Intercom System is a facility-wide software used to make verbal and visual announcements to command all personnel within the facility. The PA System may only be used by Supervisors and above in times where such personnel decide it absolutely necessary to command all personnel with such dictations. The system should only be used for communication in a last-resort scenario; all other communications should be done through the radio communications device. The Facility Lockdown System is a facility-wide alarm system that is connected with the Public Announcement Intercom System to issue visual and verbal alerts across the facility. The system may only be used by Supervisors and above in times where a situation appropriately warrants the use of a specific alarm pursuant to the rules as following. * The Emergency Lockdown Alarm, which shall only be used by armed personnel who are unable to successfully subdue a threat and when the order of the facility is deteriorating. * The Unknown Emergency Lockdown Alarm, which shall only be used by Executive Personnel who are made aware of an unknown circumstance or situation that may damage or harm the security of the facility, the integrity of the institute, or lead to the deterioration of the peace and order. * The Executive Termination, which shall only be used by members of the Executive Department to order the immediate termination of all noncompliant individuals within the facility. This alert is used to notify armed personnel that the Use of Force Policy established within Rule 2.3 is voided temporarily until an All Clear Alert is issued. * The All Clear Alert, which shall only be used to clear a previously enacted alarm or order across the facility. ### 2.3 Use of Force Policy Combative and Analytical Personnel shall be empowered by the laws of the United States and the regulations of the agency to utilize force in situations to maintain the peace and order of the agency. These utilizations of force shall be maintained as follows. Compliance control shall be the utilization of force to subdue a person to comply with the peace and orders of the agency. Such force may be aided by equipment such as pepper spray or the shock baton. Compliance controls shall only be deployed in times or situations where an individual is noncompliant with posted rules or verbal commands issued by personnel. Lethal Force shall be the deployment of equal or stronger force upon an individual that reasonably and easily may lead to the death or grievous bodily harm against such an individual. Such force may be aided by equipment such as the Glock 18 or Freeze Chamber. Lethal force shall only be deployed in times or situations where the personnel deploying the force reasonably fears for their life or when the security of others may be jeopardized by the actions of an individual. A violation of this policy shall be considered a Severity Tier III Offense. ### 2.4 Non-Disclosure Policy Personnel may come into contact with certain communications, documents, and information that may not be publicly accessible. In order to maintain the integrity of the agency, confidential information may not be disclosed to members of the public. Confidential information may be declassified and made for public release at the behest of the Agency Director. Any violation of this policy shall be considered a Severity Tier II Offense. ### 2.5 Punitive Offenses Personnel shall be bound to abide by certain policies and violations pursuant to the discipline process stipulated in Rule 3.1 of this document. These punitive violations shall be as follows. * __Misconduct and Neglect of Duty__ shall be the failure to care for one’s duties or acting in one’s capacity with less-than-honorable intentions. Any person that commits misconduct and neglect of duty shall be guilty of a Severity Tier III Offense. * __Communication Refusal__ shall be the act of failing to join the Discord communications server of the group. Any person that commits communication refusal shall be guilty of a Severity Tier III Offense. * __Impudence shall__ be the act of being rude, abusive, or harassing towards another person. Any person that commits disrespect shall be guilty of a Severity Tier II Offense. * __Forgery and Contempt__ shall be the act of lying, deceiving, or forging any evidence, testimony, or statement that a person is bound by duty and honor to be truthful within. Any person that commits forgery and contempt shall be guilty of a Severity Tier II Offense. * __Insubordination__ shall be the act of noncompliance or refusing orders given by an authority with proper jurisdiction. Any person that commits insubordination shall be guilty of a Severity Tier I Offense. ## Procedural Processes Subtitle Here ### 3.1 Discipline Proccess An employee found guilty of any violation stipulated within this document or any other posted rule shall be subject to the agency-wide discipline process. No designated office may craft a separate discipline system but may have office-wide offenses that utilize this discipline process. All written demerit slips issued to an employee will be logged within an employee’s standing record. An employee’s standing record shall be maintained by the department head of that employee’s designated office. Any person that acts in contempt of this process or policy shall be considered guilty of a Procedural Tier Offense. ### 3.2 Appeals Process Any employee that wishes to appeal any action or sanction issued through the discipline process shall be given such through the appeals process. An employee will write a statement detailing a summary of the disciplinary action issued and the reasons as to why an appeal was filed (e.g. excessive action, biased investigator). The statement will be addressed and sent towards the Department Head of their designated office. If, in the opinion of the Department Head reviewing the appeal, a secondary statement should be required from the investigator, the investigator shall be bound to provide such statement and testimony for the appeal. ### 3.3 Transfer Process Any employee that wishes to transfer to another designated office shall contact the Supervisor of their designated office for informing them of their intent to begin the transfer process. The employee will then apply to be employed within the designated office that they wish to transfer to. If both designated offices approve of the transfer, the employee can be transferred. A transfer cannot be accepted in the following cases, situations, or times. * An employee is actively suspended or has been issued a written demerit in the past seven days. * An employee has summoned an appeals process upon disciplinary action issued towards them in the past. * An employee is undergoing a disciplinary investigation under the previous designated office. ### 3.4 Complaints & Commendations Members of the public may contact the agency to commemorate or complain about personnel employed within the agency. If any member of the public shows or declares intent to utilize such abilities towards personnel, such personnel shall be obligated to assist and provide for the person’s complaint or commendation. Any personnel that does not assist or show how to file a complaint or commendation towards a desiring member of the public shall be considered a Severity Tier II Offense. If a complaint is filed against a member of personnel, the complainant shall be contacted by the department head of the designated office or anyone that the department head tasks with the investigation of complaints. Each department head of a designated office shall draft a policy that requires personnel to acquire a certain number of commendations to be eligible to hold certain rankings and positions within the designated office. Such policy shall be subject to approval by the agency director. ## General Provisions ### 4.1 Exemption Members of the Group Administration are exempt from the standards outlined in this agency-wide handbook. ### 4.2 Amendment This document shall only be amended, changed, or declared unenforceable by the Agency Director. The Director shall have no responsibility to inform those governed by this document of any changes made.
