These organizations are: 1. Bureaus - The Lander Police Department consists of 2 Bureaus, the Field Operations Bureau and the Special Operations Bureau. These Bureaus are the major organizations of the department and oversee a broad range of activies. These Bureaus are commanded by Captains, appointed by the Chief of Police. 2. Divisions - Both the Field Operations Bureau and the Special Operatiosn Bureau are composed of multiple divisions. The amount of divisions a bureau is composed of ranges from one to three. Divisions are commanded by a Lieutenant, who is appointed by the Captain of that said Bureau. 3. Units - Units are the smallest organizations in the department. Units are what make up divisions. Units contain the employees of the department and have direct sueprvisor and oversight over the bulk of the employees in the department. Units are commanded by Sergeants, who are appointed by the Lieutenant of the said Division. Personnel within any unit outside of the Patrol Services Division are subject to re-assignment back to a Patrol Unit, if deemed fit by their respective Unit Command. ### Organizations 1. Field Operations Bureau a. The Field Operations Bureau oversees the regular and basic operations of the department, which include policing, patroling the city, and training employees. It includes the following divisions: i. Patrol Division ii. Field Training Division iii. Community Operations Division (defunt) 2. Special Operations Bureau a. The Special Operations Bureau oversees operations that the department considers to be special. It includes the following divisions: i. Investigations Division ii. Internal Affairs Division iii. Emergency Services Division (defunct) ### Command Structure Below is the Command Structure of the Lander Police Department. Ensure to follow the order of the structure. 1. Chief of Police - The Chief of Police is the head of the department and oversees it in its entirety. The Chief appoints the officers and the employees of the department. 2. Assistant Chief of Police - Assistant Chief of Police (or Assistant Chief) is the deputy head of the department and assists the Chief of Police in oversight. The Assistant Chief of Police has authority over the entire department. 3. Captain - Captains oversee their bureau and the respective divisions within them. 4. Lieutenant - Lieutenants oversee their division and the respective units within them. 5. Sergeant - Sergeants oversee their unit and the officers within them. They assist and help officers in their duties. Sergeants are the first level of supervisors in the department. 6. Detective - Detectives are investigative officers within the department. They investigate either criminal or internal activities. At a crime scene, Detectives have authority when there is no official supervisor present. 7. Master Police Officer - Master Police Officers are officers that are more senior and experienced than regular officers in the department. They assist their Sergeant in oversight and running of their unit and undergo preperation in becoming a Sergeant. 8. Police Officer - Police Officers are the basic employees of the department. They enforce laws at a street level. 9. Cadet - Cadets are probationary officers. They undergo training in the Lander Police Department academy and must graduate from the academy before their probationary peroid expires --- ## Section 2 - Professional Standards ### Professionalism Professionalism in the Lander Police Department means "meeting what is expected of you while in execution of your duties." Professionalism includes having a serious and appropiate attitude, conduct, and behavior. Employees who neglect, disregard, or violate the professional standards of the department, risk their employment getting terminated. General unprofessionalism exhibited by employees and the violation of anything stated in this section will be subject to disciplinary action by department administration. Supervisors shall have the authority to punish employees for actions in violation of this section The following is considered to be unprofessional: a. Disrespect to fellow law enforcement officers, your supervisor(s), and/or a civilian b. Lacking grammar or punctuation when not impractical c. Not knowing or following regulations, policies, or Standard Operating Procedures. d. Being immature or displaying immaturity e. Having innapropiate or unrealistic accessorties f. Lack of discipline g. Insubordination ### Expectations and Standards Below are the expectations for all employees: a. Being mature b. Being disicplined c. Being respectful to civilians, other law enforcement officers, and your supervisor(s) in all your interactions d. Being professional when conducting your duties e. Realistic skin color f. Appropiate and professional face g. Knowing the Standard Operating Procedure, policies, and regulations in this department. h. Having overall good conduct and behavior i. All employees must meet and maintain the requirements to be employed by the Lander Police Department (requirements are stated in the application, both regular and transfer) All employees are to address other employees superior to them in rank by the respective rank that employee. ### Code of Conduct The Code of Conduct acts as a set of rules for employees to follow and use as a guide in properly conducting themselves and maintaining high standards. Subject to strict enforcement, all employees are expected to uphold the following: a. A Lander police officer shall not be biased in the execution of their duties toward any person, whether it be that of ill will or favor. They shall treat all citizens courteously and respectfully, with dignity and consideration. b. Lander police officers shall not allow personal feelings, emotions, animosities or friendships to influence their decisions, general behavior and how they would conduct themselves. They shall enforce the law in an appropriate and courteous manner. Officers will have their appearance reflect their conduct to ensure the confidence, trust, and respect from the public. c. A Lander police officer shall responsibly and fairly use their discretion whenever vested in their position by law. They shall use reasonableness to guide their determinations and be considerate of circumstances surrounding them in determining if any legal action shall be taken. d. A Lander police officer will never use unnecessary or inappropriate force, and will only use force when reasonable and aligning with their training in all circumstances. e. Force should be used with the greatest restraint, after all other options--discussion and negotiation--have been tried. f. Lander police officers will cooperate with other law enforcement officers when pursuing justice and will assist their colleagues fully and completely, with respect and consideration at all times. g. Lander police officers are responsible for their standard of professional performance and will take any opportunity to enhance it. ### Disciplinary Policy Employees are not allowed to cause the standards of the department to be in disrepute and are liable to termination of their employment, at the discretion of the Administration, should they do so. Under this policy, disciplinary action may be issued as a result of offenses which may be, but are not limited to being, the following listed, and violations of Standard Operating Procedures. The following are offenses which may result in disciplinary action: Insubordination, Committing a crime, Deliberately destroying or falsifying evidence, Falsifying patrol logs, Deliberately, willingly, and knowingly aiding criminals ,Hostile actions towards other law enforcement officers, with the intent to start conflict, Misuse of deadly force, Storing department-issued equipment and firearms in your personal vehicles., Dealing department-issued equipment and firearms, Violating policies as a Probationary Officer and Cadet, Being involved in a criminal organization, Releasing classified information to the public or unauthorized persons without authorization, Disrespect, Issuing unlawful or unpermitted orders,, Obstructing an Investigations and Intelligence Unit investigation, Obstructing an Internal Affairs Unit investigation, Misuse of tools, Being absent without official leave, Destroying or vandalising property on duty without proper justification, False detainment, Unauthorized use of vehicles, Unjustified search, Unjustified seizure, Slander, Failure to attend a mandatory training, Failure to adhere to proper procedures for law enforcement as dictated by the Law Enforcement Training Institute, Radio misconduct, Not in proper uniform, Not adhering to the order of the structure unless absolutely necessary Policies shall be applicable to all on duty voice and text channels (channels not labeled as “off-topic”) in the department Discord server. You may incur disciplinary action for behavior in any Discord server related to the State of Mayflower that is disrespectful or in an unvirtuous manner, especially when you are speaking in the capacity of an employee of the department or representative of it. Employees are required to be in the Discord server of the department and are liable to termination of their employment if they are not in compliance with this requirement. Employees should therefore ensure that they abide by all of the rules of the Discord server. Employees who accumulate three Strikes on their disciplinary record are liable to termination of their employment. Employees who fail to sign any documents or agreements required to be signed may be liable to termination of their employment. An employee may be liable to termination if they have at least ten actions from moderators currently on their log. They may be liable to a strike on their disciplinary record if they have at least five actions from moderators currently on their log. Employees may speak to the Captain of the Special Operations Bureau for appealing for the removal of these actions from their log. ### Political Nonalignment While on duty and actively in the county, employees are prohibited from showing any alignment toward any political party, whether or not it is related to the State of Mayflower. a. Employees shall not make any references to political ideologies or events when on duty and actively in the county. b. Employees shall not harass or discomfort those with political ideologies c. Employees shall not persuade others to follow or believe in their political ideology. The violation of the above shall be met with disciplinary action --- ## Section 3 - General Elements ### Responsibility of Employees It shall be the responsibility of all employees of the Lander Police Department to follow, obey, and fulfill the procedures, policies, and regulations in this Standard Operating Procedure manual, and also to exemplify them for follow their officers. The failure to follow, obey, and fulfill the procedures, policies, and regulations in this Standard Operating Procedure manual may lead to modified assignment, a Strike issued on your disciplinary record, demotion, or even a dishonorable discharge and termination of employment. Furthermore, it shall be the responsibility of all employees to follow and be in compliance with the Mayflower Law Enforcement Training Institute guidelines and curriculum. Law Enforcement Training Institute curriculum shall be applicable to the contents of this Standard Operating Procedure manual and binding on the operations of this department. ### Search of Property to Ensure Compliance With the approval of an Investigatory Sergeant or employee superior to said rank, detectives of the Investigations and Intelligence Unit and Internal Affairs Unit may search the personal vehicles of employees to ensure compliance with the policies herein. Employees who resist or fail to comply with such searches could be subject to a dishonorable discharge, and a blacklist from the department. ### Authority to Amend or Revoke Orders The authority to amend or revoke orders is given to all department Supervisors. There are two types of orders in the Lander Police Department: a. Written Order: Orders which are official documents, or announcements posted in the department Discord server. b. Verbal Order: Orders that are issued on duty or in Discord that are temporary. Written Orders always hold precedence over Verbal Orders. Supervisors have the authority to revoke or amend a Verbal Order if their rank is superior to that of the issuing Supervisor, save the Investigations and Intelligence Unit, which may retain its orders with the objections of other Supervisors to the contrary notwithstanding for and when acting on an investigation or a case, unless the Supervisor revoking or amending the order has the Investigations and Intelligence Unit within their jurisdiction and with superior rank. The Chief and Assistant Chief of Police may revoke and amend all orders issued by Supervisors. Captains may revoke and amend Written Orders they have issued within their bureau. Lieutenants may revoke and amend Written Orders they have issued within their division. Sergeants may revoke and amend Written Orders they have issued within their unit. --- ## Section 4 - General Policies and Regulations ### Dress Code In congruence with Standard Operating Procedure No. 5 (EXPECTATIONS AND STANDARDS) skin color is to be realistic when on duty. Faces and accessories must be professional and presentable. Employees are not to wear faces or accessories with humor as the intent. ROBLOX packages other than the default package are prohibited to be worn or applied on the avatar of an employee on duty. Men must only wear the “Trecky” hair or they shall not wear any hair at all. Women must wear a ponytail. ### Uniforms **Class A Uniform:** The regular uniform, meant for patrol and general duties. **Class A OUV:** A variant of the Class A uniform, being that it includes the Class A uniform and a vest, which shall be optional to wear, at the discretion of the employee. **Formal Uniform:** This uniform is worn only during formal events or when providing protection and security to the State House. **Training Polo:** This uniform is worn during trainings, but is also the official uniform for the Field Training Division and the Public Affairs Division when they are conducting their respective duties. **Plain clothes or civilian attire:** Detectives and High Command may wear plain or civilian clothing for investigations. Officers not Detectives may only wear plain or civilian clothing when authorized by a Captain or above for very special circumstances. Plainclothes shall require a department badge be worn, if a department-issued vest is not worn by that particular member. **Class A or Plainclothes with duty-belt or OUV/Plate Vest:** Detectives, High Command, and the Field Training Division may use this feature when conducting their respective duties. **Windbreakers:** Officers with the ‘Distinguished Service’ Medal may be authorized this attire if a department supervisor approves it specifically for a ‘formal shift’, or if a Captain directly authorizes it. Lieutenants will be authorized to wear this item freely at their own discretion ### Policies and Regulations for Off Duty Personnel Employees must report any citations they receive and if they were arrested while off duty to their direct Supervisor. Employees are not law enforcement officers when off duty, and so they will only use their firearm or any weapons explicitly for defending themselves, and others, if a situation permits. Employees are not to give chase to wanted subjects by on duty law enforcement officers. Employees must remove and dispose of all equipment from their person, but may retain the following: Flashlight, 1 Bennetti 17, and (5) 9MM magazines, excluduing one already loaded Cadets may not carry any equipment or firearms off duty. Personnel of the High Command or Investigations & Intelligence Unit may take their department issued vehicle off duty only if: * Personnel of the High Command attending a court case, or government event. * Personnel Investigations & Intelligence Unit conducting their duties off-duty, when necessary. * A Captain or higher permits an officer to do so. * All department-issued equipment besides a department issued Bennetti 17 is discarded. * No tools besides a bennetti 17 should be found in the trunk unless, if approved by a Captain or higher. ### Activity Policy Each Bureau, Division, and Units have different activity policies. Ensure to review your Bureau, Division, and Unit's gudelines on Activity ### Leave of Absence An employee may take a leave of absence for not more than one week so long as he or she informs their direct Supervisor one day before. If an employee must take a leave of absence for more than one week, he or she must submit an Inactivity Notice via the Discord bot, which their respective Lieutenant must approve in order for the leave to take place. ### Jurisdiction The jurisdiction of the Lander Police Department shall be the City of Lander and Lander Minor, as well as the surrounding area demarcated by blue “City Limit” signs on the roads into Lander. Any suspects detained outside of jurisdiction must be transferred to the custody of the respective law enforcement agency of the jurisdiction the suspects were detained in, by law. Refer to the procedure for arrests for more information about arresting suspects outside of jurisdiction. Employees on duty may only leave jurisdiction in the following circumstances: * Pursuing a subject that entered the original jurisdiction of the Lander Police Department * Assisting a fellow Lander Police Department officer who has left jurisdiction for a pursuit. * Transporting a subject to another police facility. * Court appearances related to law enforcement duties. * Moving to National Guard facilities for training activities. * When requested by an adjoining agency in need of help * Responding to a call for assistance, during which response laws may be enforced in the immediate vicinity; anyone detained in the jurisdiction must be remanded to the custody of the law enforcement agency of that jurisdiction * Requested by a developer * When authorized by the Chief or Assistant Chief of Police * Field Training Division conducting training duties Employees must return to jurisdiction once: * The situation they are responding or responded to is contained or, * When multiple law enforcement officers of the law enforcement agency of the jurisdiction they are responding or responded to is handling the situation Employees returning back to the Lander Police Department Jurisdiction are required to return Code 1, unless a situation arises in the City Limits of Lander requiring an expedited response. ### Radio Communication Mayflower Law Enforcement Training Institute standards and guidelines must be followed when communicating through the radio. Employees must use radio codes as they are universally known among all law enforcement, as established by the Mayflower Law Enforcement Training Institute. Radio usage not for any serious purpose and rather for the pettiest purposes will result in disciplinary action. Radio communication must be kept professional and respectful at all times. Employees must respond to requests for assistance (“10-58” or “10-32”) within jurisdiction, unless requiring assistance themselves for a separate situation. Employees **are not** mandated to use their assigned callsign however they are highly recommended to do so, when transmitting messages on the radio. Radio channels must be used for their designation. The “GLOBAL” channel is to be used for general, and most communications with agencies not limited to law enforcement. You are to radio your status (“10-8, 10-7,” and “10-9”) in this channel. Messages relating to traffic stops (excluding the clearing of names or plates), requests for backup, and initial emergency calls are to be transmitted through this channel. General messages directed to a specific person are also to be transmitted through this channel. The “LE-1” and “LE-2” channels are to be used for transmitting messages relating to pursuits, and, in the event that the channel “ES-1” is already in use, high risk situations, active shooters, and other situations requiring urgent or major assistance, so that the channel “GLOBAL” remains less congested for the convenience of other agencies and general communications from emergency services. The “ES-1” channel is to be used only for communications with all emergency services and general communications relating to law enforcement. The clearing of plates and names is done through the use of this channel. Messages relating to major incidents or situations requiring urgent or major assistance, such as hostage situations or terror attacks, are to be transmitted through this channel, so that the channel “GLOBAL” remains less congested for the convenience of other agencies and general communications from emergency services. General messages are to be transmitted through the channel “GLOBAL.” The “LANDER-1” channel is to be used for communications specifically directed to the department itself, such as events and training organized by the department. ### Vehicle Regulations Traffic laws must be obeyed when not engaged in an active vehicular pursuit or responding to an ongoing emergency. Officers should yield to traffic at uncontrolled intersections and be sensible and respectful when parking their vehicles. Officers responding to a non-urgent or minor request for assistance (“10-32”) are not to break traffic laws unless the situation calls for a Code 2 response, in which they will respond with the emergency lights on their vehicle turned on. Officers responding to an urgent or major request for assistance (“10-58”) or emergency should be aware of any traffic issues that may occur during their response and utilize both the emergency lights and sirens on their vehicle. The vehicles that employees may use are regulated as follows: **Marked Crusader:** This vehicle is used for general patrol duties and is very useful for pursuits. It may be used by all employees. **Marked Crusader Classic:** This vehicle is also for general patrol duties and may be used by all employees. **Marked Chariot:** This vehicle is used for general patrol duties and it is very useful for off road operations. All employees except Cadets may use this vehicle. **Marked Crusader S (Slicktop):** This vehicle is used for general patrol duties and is very useful for pursuits. Only those possessing a rank at or above Sergeant may use this vehicle. **Marked Crusader Classic S (Slicktop):** This vehicle emphasizes its use for traffic enforcement, but is also for general patrol duties and Supervisors. Only those possessing a rank at or above Sergeant may use this vehicle. An officer may only use this vehicle when a Supervisor gives them the permission to do so. **Jackalope:** This vehicle is used for general patrol duties. All employees except Cadets may use this vehicle. **Jackalope S (Slicktop):** This vehicle is used for general patrol duties by supervisors. Only those possessing the rank at or above Sergeant may use this vehicle. **Unmarked Crusader:** This vehicle is used for investigations and undercover operations and may only be used by Detectives, Traffic Operations, and those possessing a rank at or above Lieutenant. **Unmarked Crusader Classic:** This vehicle is used for investigations and undercover operations and may only be used by Detectives, Traffic Operations, and those possessing a rank at or above Lieutenant. **Unmarked Chariot:** This vehicle is used for investigations and undercover operations and may only be used by Detectives, Traffic Operations, and those possessing a rank at or above Lieutenant. **LPD Utility:** This vehicle is used for tactical and transportation purposes. It may not be used for general or regular patrol duties. All employees except Cadets may use this vehicle **Civilian Vehicles:** This vehicle is to only be used by High Command in times where marked patrols are not practical, such as shootings ### Regulations for Equipment All department equipment must be used professionally and appropriately as directed by the Mayflower Law Enforcement Training Institute and this Standard Operating Procedure manual. Cadets are not allowed to carry equipment while off duty. They must remove and dispose of their equipment when going off duty. All uniformed officers on duty must carry at least: * 2 handcuffs * 1 TI26 and 3 TI26 Cartridges * 1 Benetti 17 and 3 9mm magazines * A telescopic baton The use of a firearm is only permitted when deadly force on a person is acceptable. Firearms must stay holstered, or slung on the back when there is no immediate and direct threat to life. The storing of department-issued equipment in a personal vehicle is strictly prohibited and doing so may result in termination of employment. At any time if an officer feels as if they have equipment that is no longer needed on their person, they are mandated to discard it in their police vehicle. Any dropping of any tools is considered in-direct dealing, and may result in a termination. ### Firearm Regulations Employees being or above the rank of Police Officer are permitted to have a Bennetti 17 while off duty. In congruence with Standard Operating Procedure - POLICIES AND REGULATIONS FOR OFF DUTY PERSONNEL, employees may carry no more than six (6) 9mm magazines off duty. Any other ammunition type issued by the department is not permitted to have off duty. Employees are to store long guns (Hawthorn 500 and Delino R21A) in the trunk of their patrol vehicle unless: * There are gunshots heard from within jurisdiction, * Responding to a situation requiring urgent or major assistance (“10-58”), * Entering or about to enter a situation that is potentially dangerous and require deadly force * There are three or less Lander Police Department officers present in your server * There are multiple armed civilians near or around you The storing of department-issued firearms in a personal vehicle is strictly prohibited and doing so will result in termination of employment. The misuse of firearms may result in termination of employment. When necessary, an in-game supervisor may temporarily waive the Firearms Regulation Policy for long guns. ### Detainment Policy Detaining individuals shall be the restraining or holding back of a person or persons, especially with the use of handcuffs, for reasons pertaining to your duties as a law enforcement officer. The time limitations for detaining someone are as follows: **During a traffic stop:** the motorist may not be detained for more than twelve minutes without being charged with a crime, not including any time used during transport of the motorist and for a request for a supervisor. **During a non traffic stop:** the detainee may not be detained for more than twelve minutes without being charged with a crime, not including any time used during transport of the detainee and for a request for a supervisor. **During an interrogation:** unless the detainee willingly continues the interrogation or is an employee of the department, the detainee may not be questioned for more than 45 minutes, not including the time for a requested attorney to arrive. After the interrogation ends, the detainee may not be detained for another 15 minutes without being charged. The detainee may leave after 45 minutes of questioning if they are not being charged with a crime. A detainee may be detained for as much time necessary for the purposes of a search or arrest warrant. The times for interrogation and any other actions for the purposes of the warrant will be unlimited. Time used to wait for a judge to decide whether to issue a warrant after evidence has been submitted will not be included in counting the number of minutes that a detainee may be detained for. The time needed to transport a detainee will not be limited as long as the total time the detainee has been detained for does not exceed twenty minutes. For every delay that a supervisor deems is caused by the detainee, an additional five minutes or less may be used as long as the total time used to detain the detainee does not exceed twenty minutes. If a detainee does not indicate through movement, speech or other ways that they are at their computer for five minutes, any questioning must end and they must either be arrested or released. ### Cadet Regulations and Probation “Probation status” shall be a condition in which an employee must be on good behavior and supervision for a set period of time. Any offenses or wrongdoings committed by an employee on Probation status during this period of time can result in their immediate termination of employment and dishonorable discharge. Cadets are always on Probation status and therefore are also known as Probationary Officers. Cadets must be on their best behavior throughout their probationary period, and any offenses or wrongdoings committed can result in their immediate termination of employment and dishonorable discharge. The regulations for Cadets are as follows: * Cadets may not patrol on their own. They are only permitted to patrol when with a Field Training Officer supervising them or when they have passed their evaluation stage in the Cadet Academy and are on their probation period. * Cadets are not to go near the precinct parking lot unless ordered to do so or handling a high risk situation. * Cadets may not carry a long gun (Hawthorn 500 or Delino R21A) while on duty. * Cadets may not have department-issued 5.56 magazines or 12 gauge rounds on their person. * Cadets who successfully complete the Cadet Academy and pass a supplementary examination shall graduate and take their oath during the graduation ceremony. They shall subsequently be promoted to Police Office and assigned to a patrol unit. * A Cadet who unknowingly or unwillingly commits an offense or wrongdoing while being supervised by an Instructor shall not be immediately terminated of employment but will be subject to regular disciplinary action instead, as defined by this Standard Operating Procedure manual. ### Providing Identification upon Request Officers are obligated to provide their username when requested, if the username is not visible to the person requesting it. ### Supervisor On Request Officers are obligated to provide only a supervisor in the Lander Police Department who is in their server and available if a detainee requests for one by requesting one through the radio. If there are no supervisors who are in the Lander Police Department and in the server of the officer, supervisors are busy, or a supervisor has already spoken with the person requesting a supervisor, then a request for a supervisor may be denied. Supervisors may prejudicially waive the right of a detainee to have or request a supervisor if the reasoning behind the detainee requesting is deemed invalid or as a way to stall time in order to get themselves released. Supervisors are required to make verbal contact with the individual requesting for one and their legal counsel, if present. Supervisors may leave if they determine they are not needed. In a supervisor request made by a detainee or person in custody which a Supervisor is presently attending, the officer involved shall not arrest or take any legal action against the detainee or person in custody without being given leave by the Supervisor present. Only Lander Police Department Supervisors will be provided to detainees of the Lander Police Department ### Use of Lethal Force Lethal force may only be deployed in the following circumstances: * There is a reasonable fear for your life due to an imminent threat or danger that can reasonably be considered to cause death or serious harm and cannot be mitigated through other uses of force or means not deadly force before it is rendered that you must act in defense of yourself. * It reasonably appears necessary to prevent the commission of a serious offense against another person that any reasonable person would perceive as an imminent danger that can be considered to cause death or serious harm. * It appears, reasonably, necessary to prevent the escape of a person who a peace officer has a basis for believing that the said person poses a significant threat of death or serious injury to the peace officers involved in preventing the escape or other people. * All use of deadly or lethal force must be in good faith. * Officers will be held entirely accountable for the misuse, or intentional and malicious use of lethal force regardless of justification and may be liable to termination of employment and penalties expressed and mentioned in state statutes. ### Checkpoints (SUSPENDED) SUSPENDED ### Ride Alongs Cadets are prohibited from conducting ride alongs for civilians. It shall be the responsibility of the officer who is conducting the ride along to ensure that the participating civilian is trustworthy and honest in their intentions. Officers may not allow known criminals or individuals with over 15 arrests to conduct a ride along. Detectives may have someone riding along with them while in plain clothing. Before an officer may allow a civilian to ride along with them, they must check the criminal records of the civilian, who must not have any of the above conditions apply to them. A civilian who rides along with an officer must not have any weapons or firearms on them, excepting Explorers, or if a Lieutenant or higher waives this. Officers must inform the civilian, excepting Explorers, riding along with them that they must stay in the vehicle and not interfere with the execution of their duties. Officers shall have the authority to terminate a ride along at any time. Before beginning a ride along, an officer must read the following to the civilian, excepting Explorers, who are already aware of this waiver: *Throughout the duration of this ride along, you will be exposed to risks, threats and dangers of varying degrees. By embarking on this ride along, you acknowledge and agree that this ride along presents itself as a possible risk. The Lander Police Department cannot be held liable for any losses, injuries or damages that may occur during this ride. You furthermore agree to respect the officer’s authority and to comply with all their lawful orders. The officer reserves the right to terminate the ride along at any given time, for any reason they deem plausible. Do you understand? Do you have any questions? Having those aspects in mind, do you wish to continue?* During a ride along, officers are directly responsible for the participants and their safety, and so it is advised by this Standard Operating Procedure manual that officers use common sense and avoid high risk situations unless there are no other officers to handle those situations. Officers are to terminate a ride along if the participant is uncooperative or refuses to obey your orders. --- ## Section 5 - General Procedures ### Arrest Procedure Approach the subject from behind and place handcuffs on them. On the radio, transmit that you have a suspect in custody and the charge. (e.g. “2L40, [include number of suspects if more than one] 10-23 [charges], 10-7”) Inform the subject what they are being arrested for and place the subject in your patrol vehicle and transport them to the station. Bring the subject to the booking computer. For the description, use the “LOV” or “Location; Offense; Venue” format or alternatively “LVO.” Any suspects to be arrested, who are detained outside of jurisdiction, must be handled by an employee of the respective law enforcement agency, by law. * If no employee of the respective law enforcement agency is on duty, one should be requested, and the detainee should be held in the nearest holding area until an employee of the respective law enforcement agency arrives. The Police Detainment Act 2021 must still be adhered to, however. ### Pursuit Procedure Call your pursuit on the radio channel “ES-1” and state that you are switching to either the “LE-1” or “LE-2” channels. (E.g. “2L20, pursuit, 10-58 LE-1”) In either the “LE-1” or “LE-2” channel, whichever you have chosen to switch to for your pursuit, state the color and model of the fleeing vehicle and the nearest venue or landmark it is at or heading to. Using your callsign is not required. It is suggested to use acronyms of the venues and landmarks so you can focus more on driving. (E.g. “CD” is known as “car dealership” and “LM” is known as “Lander Minor”) Continue to radio venues and landmarks until the vehicle is incapacitated and the driver is in custody. Officers must have a good level of common sense and judgement to mitigate risks to public safety. Officers should consider how the safety of the public is affected during a pursuit. Sometimes it may be better to terminate a pursuit due to resulting hazards for motorists and uninvolved bystanders or simply losing a visual on the fleeing vehicle. In a pursuit, it is important to maintain a certain level of organization so that the pursuit does not become too dangerous. Roles are therefore used to maintain order. The roles for a pursuit are as follows: **Primary:** The first vehicle in the pursuit that is directly behind the fleeing vehicle. **Secondary:** The vehicle directly behind the primary unit, which is tasked with transmitting updates on the current venues or landmarks near the fleeing vehicle. **Tertiary:** The third vehicle, which is behind the secondary unit. Officers are to never try to overtake or move in front of another vehicle unless it is safe to do so or the other unit indicates that it yields for another vehicle to take over their position. In congruence with Standard Operating Procedure JURISDICTION, all officers except for the officer who had initiated the pursuit must return to Lander jurisdiction once multiple law enforcement officers from the jurisdiction the fleeing vehicle is currently in join the pursuit. ### Interrogation Procedure In the interrogation room, sit the person being interrogated down and read them the Miranda rights and waiver: *You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney one will be provided. You can decide at any time to exercise these rights and not answer any questions or make any statements. Do you understand these rights as they have been read to you? Having these rights in mind, do you wish to speak with us?* If there are two officers interrogating someone (which this Standard Operating Procedure manual recommends), one should record while the other asks the questions. Otherwise, you would do both recording and asking questions. Make sure that the questions asked are clear and concise. Note that the goal of your interrogation is to either find out more information or to secure the subject’s guilt by making him or her contradict evidence, themself, or other information. If the person being interrogated requests for an attorney, you must provide them one. If the person wants to wait for their attorney, you must wait for their attorney to arrive before proceeding with the interrogation. After 45 minutes of questioning, questioning must end unless the person being interrogated willingly continues. If they are not being charged with a crime they are allowed to leave. Another 15 minutes may be used to charge the person with a crime before any charges are void. ### Hostage Situations In a hostage situation, officers should try to avoid a deadly or lethal confrontation with the hostage taker and instead focus on controlling the situation and wait for Special Operations Bureau personnel provided by State Police. The most important goal for any hostage situation is preserving life, which is prioritized in the following order: 1. Hostage(s) 2. Law enforcement officers 3. Civilians in the area 4. Hostage taker Officers should do the following: * Establish a perimeter and evacuate all civilians in the surrounding areas * Control the situation * Communicate on the radio to provide and ask for useful information about the situation and confirm roles, positions, and a plan. * Request for assistance from other officers and Special Operations Bureau personnel provided by State Police The officer in charge shall be the highest ranking officer at the scene, if there is no 'supervisor' (Sergeant+) then personnel of the State Police SOB should take command. ### Checkpoint Procedure (SUSPENDED) SUSPENDED ### High Risk Stops Ensure that the two vehicles needed in a high risk or felony stop are correctly placed and that audible and visual alert equipment on the vehicles are on. The command giver shall be on the drivers side of the left car. The arrest team shall be the two officers in between the two vehicles. The backup officer shall be on the right side of the right vehicle. The command giver, who is on the drivers side of the left car will command the driver to do the following in this order: * To step out * To drop any weapons * Pace towards the command giver * Shuffle over the arrest team After all commands are executed, the command giver will shout “COVERED” as will the arrest team in acknowledgement. The leftmost officer in the arrest team will make the arrest, while the rightmost officer in the arrest team provides cover. If the high risk stop is for a passenger on the right side of the stopped vehicle, the roles will switch between the command giver and the backup officer, with the backup officer becoming the command giver and vice versa. The process repeats and the arrest team remains the same. --- ## Section 6 - Administrative Procedures and Policies ### Disciplinary Actions Disciplinary actions that may be taken against employees who fail to follow department policies and procedures in this Standard Operating Procedure manual include: **Verbal Warnings** - Verbal Warnings are given by supervisors that are not documented within any records. **Written Warnings** - Written Warnings are given by supervisors that are documented within the employee's record. A Written Warning form shall be given to the employee by the supervisor and the supervisor must submitted to the Lieutenant of that said division to put in the employee's record. Written Warnings expire after 14 days, meaning after 14 days, that written warning cannot be held against the employee, however, it does remain in the employees record. After 3 written warnings, a strike can be issued. Written Warnings are only appealable to the supervisor who issued you the written warning **Strike** - Strikes are given to employees for many reasons. These strikes are recorded into the employee's record and does not expire, unless appealed. Strikes may be issued by a supervisor with the rank of Lieutenant or above. Strikes are appealable by appealing it via the Bureau's Captain. **Suspension** - Suspensions are given to employees for many reasons. Suspensions prevents employees from conducting their duties. Suspensions are recorded into the employee's record and does not expire. Suspensions may be issued by a supervisor with the rank of Lieutenant of above or a Detective for an internal investigation. Suspensions given by a Detective for an internal investigation are not recorded on the employee's record. **Termination** - Terminations are given to employees in very servere cirumstances or if an employee has 3 strikes on their record. Termination may only be approved by the Chief of Police. A termination is logged as a Dishonorable Discharge. Alternate Disciplinary Actions include: **Demotion** - Demotions demote an employee to a certain rank. Demotions are logged within the employee's record. Demotions can be issued by a supervisor with the rank of Lieutenant or above. Demotions due to reforms are not logged within the employee's record. **Desk Duty** - Desk Duty is a type of disciplinary action that prevents an employee from leaving the Lander Police Department. Desk Duty is logged in an employee's record. Desk Duty can be given by any supervisor. **Reassignment to Probation Status** - Reassignment to Probation Status is given to employees that violate the Standard Operating Procedure. When Reassignment to Probation Status is given to an employee, the employee is subhect to close supervisor and is not allowed to commit any offences or wrongdoings. Any offences committed or wrongdoings can result in the termination of an employee. Reassignment to Probation Status may only be given by a supervisor with the rank of Lieutenant, after consulting with the Chief of Police. ### Promotions and Demotions Procedure and Policy All promotions to and above the rank of Sergeant shall require the approval of the Office of the Chief of Police. Sergeants may only promote and demote those in their respective unit. Lieutenants may only promote and demote those in their respective division. Captains may only promote and demote those in their respective bureau. For the purpose of avoiding nepotism and having fair and equal consideration for all employees being candidates for promotion, they shall be carefully and closely scrutinized through a promotion procedure, which shall be as follows: * High Command and Administration, being that of the Office of the Chief of Police and all Lieutenants and Captains, shall meet to consider and discuss the candidates for a promotion to Sergeant and above. * Conduct, seniority, attitude, maturity, and activity shall be considered for each candidate. In the event that a Sergeant leaves, resigns, or is terminated of their employment, a Master Police Officer in their unit shall temporarily lead and supervise it for a trial period of three days, where they shall be closely observed. However, the Master Police Officer may not make any administrative of substantial actions during the period. After a time peroid given by the Lieutenant of that Division, if the Master Police Officer is deemed to have done well in their temporary role, they shall become the full Sergeant of the unit. ### Internal Transfer Procedure Only the Chief, Assistant Chief, and Captains may transfer employees between bureaus. Only the Chief, Assistant Chief, and Lieutenats may transfer employees between divisions and units. ### Department Transfer Procedure An employee must have served for not less than one month or thirty (30) days in the department, excluding their time served as a Cadet, in order to be even considered for being granted permission to transfer to another law enforcement agency. The Captain of the Bureau that the employee is assigned to must be informed of the intent to transfer. The Captain, when assured that the below has been completed, will inform the Chief of Police * An employee must not have any uncompleted assignments in order to be considered for permission being granted to them for transfer. * An employee must give notice of their intention to transfer one day before transferring, with the aforementioned requirements being met. The Chief of Police is the ultimate authority when it comes to department transfers. ### Holding Supervisory Positions Employees are required to not have any disciplinary action for the last two weeks and a seniority of one month in the department to hold a supervisory position. ### Patrol Shifts Shifts are more organized patrols supervised by Command staff. They are announced in advance in the *events* channel in the department Discord server. Shifts are optional, and attending them may improve your standing with the department administration. ### Handbooks Divisions and Units may have handbooks containing specific information, policies, regulations, and procedures pertaining to the duties and roles of that Division or Unit. Such handbooks will be commissioned by their respective Supervisors, and shall be binding on all employees within that Division or Unit to follow, obey, and fulfill. Handbooks shall be reviewed monthly by the Supervisor responsible for them for the purpose of updating the information contained within them and to ensure that such information is correct. The Captains shall be responsible for the upkeep of handbooks of the Divisions and Units they have jurisdiction over. ### Discharges Discharges may be approved by the Captain of the employee's bureau. Terminations may only be approved by the Chief of Police. **Honorable Discharge** - Employees may be honorably discharged from the department after having given notice that they intend to do so one day before they will leave or resign from the department. The employee must have no current investigation on them, have less than two Strikes on their disciplinary record, and completed all of their assignments (such as patrol logs). **General Discharge** - Employees who do not meet the requirements in the Honorable Discharge section are subject to a General Discharge. As well, Employees being Cadets who fail to complete their training in the Lander Police Department Academy before the expiration of their Probationary period or leave or resign from the department during that time having not committed any of the aforementioned conditions, shall be generally discharged. **Dishonorable Discharge** - Employees shall be dishonorably discharged if: * They leave, resign, or transfer from the department without giving a notice one day before * They leave or resign from the department while under investigation * They are abruptly terminated of their employment * They have caused the standards of the department to be in disrepute, determined at the discretion of the department. A discharge is at the discretion of the supervisor discharging. ### Entry Process The entry process in which one must go through in order to be employed in the Lander Police Department shall be defined by the Office of the Chief of Police. ### Document Format All official documents and written orders released and issued by Supervisors that are intended to facilitate the operations of the department are required to be formatted in this document format.These documents must also be in Portable Document Format (PDF). Department Handbooks are not required to be in the document format above. ### Appealing Strikes Employees who wish to appeal for the removal of a Strike on their disciplinary record must inform their Captain. If the rank of an employee appealing is below that of the rank of Sergeant and the Strike being appealed for removal is not the result of an investigation conducted by the Internal Affairs Unit, their submission will be reviewed by their respective Captain, who will judge the plausibility of removing the Strike and decide whether or not the appeal is to be granted, unless the Strike being appealed for removal was issued by their respective Captain, in which case, their submission will be reviewed by the Assistant Chief. If the Strike being appealed for removal is the result of an investigation conducted by the Internal Affairs Unit, their submission will be reviewed by the Special Operations Captain instead, who will judge the plausibility of removing the Strike and decide whether or not the appeal is to be granted. If the rank of an employee appealing is that of the rank of Sergeant or above, they shall be provided a tribunal which will review their submission. The tribunal will consist of the Assistant Chief, a Captain, and another employee in or having jurisdiction over the Internal Affairs Unit. The tribunal will collectively judge the plausibility of removing the Strike and decide whether or not the appeal is to be granted. No employee shall be on the tribunal if they are the one appealing or issued the Strike. The composition of the tribunal may not be changed unless there is bias detected in one of the members. An employee will have permission to appeal for the removal of a Strike on their disciplinary record within twenty-four hours after its issuance. After such time, an employee will not have permission to appeal for thirty days. Employees who appeal for a removal of a Strike on their disciplinary record within twenty-four hours after its issuance but are denied must wait thirty days before they are permitted to appeal again. After those thirty days, an employee who appeals for the removal of a Strike on their disciplinary record but is denied shall not be required to wait to be permitted to appeal again and may appeal as many times as they want with no restrictions. Those who fail to have a Strike removed from their disciplinary record will be considered to have not learned from that Strike. ### Waiving a Cadet from Probationary Training Cadets are eligible to be waived from having to undergo probationary training in the academy if they have enough experience in other law enforcement agencies in the State of Mayflower. A specific process for being waived of probation is defined in documents of the Field Training Division which Cadets must undergo. They shall be assigned to a separate, accelerated probationary period in which they will be evaluated and must complete within its time frame. The successful completion of this period shall waive a Cadet of having to undergo probationary training. --- ## Section 7 - Information and Media ### Classification of Department Documents Information which fit the categories listed below are considered to be “classified” and may not be released or revealed to the public: * Information on gangs * Specific information on or related to the operations of the department * Information given or delivered to you directly that is not on the database * Special Operations Bureau information and documents and specific information relating to records of personnel * Common sense should be used when determining whether information should or should not be released to the public Information which fit the categories listed below are considered to be “declassified” and may be released to the public: * Information regarding entry or employment * Approved public documents or releases ### Releasing Information to the Public Unless delegated or authorized to do so by the Office of the Chief of Police or this Standard Operating Procedure manual, employees are not to be releasing or distributing classified information to the public. Releasing classified information without proper authorization or delegation may result in termination of employment or other disciplinary action. However, sending a member of the public the department employment application, “Frequently Asked Questions” documents, et cetera is completely acceptable. ### Tampering with Department Resources Tampering with department resources will result in immediate termination of employment and banishment from the entirety of the State of Mayflower, including its Discord servers. ### Press Briefings Only the Office of the Chief of Police, Captains, and the Community Interactions Unit may host press briefings. --- ## Conclusion Every procedure, policy, and regulation that is outlined by this Standard Operating Procedure manual is required to be followed, obeyed, and fulfilled by all employees of the department. Those who violate any of these procedures, policies, and regulations will have administrative and disciplinary action taken against them. The Lander Police Department is responsible for upholding the ordinances of the city, its traffic laws and generally keeping order among the urban populace. The department also assists State Police in protecting key government sites within their jurisdiction. The department provides its services to the public with great consideration and diligence and its mission in mind to maintain high standards at all times. All Lander Police Department employees are required to have a thorough and complete understanding of these Standard Operating Procedures, policies and regulations. By being subservient to the City of Lander Charter and the Mayflower Constitution as law enforcement officers, under the authority of the Office of the Chief of Police, all employees agree to the contents of this Standard Operating Procedure manual. By my signature of this document, I officiate and pronounce these Standard Operating Procedures, and in doing so, bind those subservient to it and to the city charter and the Mayflower Constitution to fulfill it with all due diligence immediately.
