# Shopping in Pavia: RAT-Enforce

## Notes on the Duke of Bedfords Commercial Strategem
In a recent [strategem](https://hackmd.io/@RoamingBrit/ryEROlwqj), His Grace the Duke of Bedford argues that it is crucial for Pavia to transform The City of Pavia into a commercial hub that is competitive with the rest of the quadrant. I agree with this wholeheartedly.
The document outlines three important goals, namely
- Transforming the City of Pavia into a **commercial hub**
- Integrating incoming citizens into Pavias commercial activity
- **Increasing Pavias influence on global commerce** to increase Pavian business and property value
In the rest of this note I present my solution to achieving these goals: The Pavian Chambers of Commerce.
## The Pavian Chambers of Commerce
In order to ensure Pavias ability to remain a reliable shopping destination, governance is required. I propose the creation of a "Chambers of Commerce" that is responsible for the following tasks related to commercial activity within The City of Pavia (**RAT-Enforce**):
- **[R]egistering** businesses with a storefront that operate within the blue area as designated in [this map](https://hackmd.io/@RoamingBrit/ryEROlwqj#1-Ensuring-that-Commercial-Activity-is-concentrated).
- **[A]dvertising** the City of Pavia as a glorious shopping destination on behalf of Pavian shopkeepers.
- **[T]racking** shop information that will allow the Chambers to inform potential buyers and report on the utilization of the commercial space available. Examples of such data are
- Price information (is Pavia competive?)
- Stock information (is the shop regularly restocked?)
- Shop activity information (did the shop go dormant?)
- **[E]nforce** a limited number of rules that shops should follow
- Shops should have clearly marked signage (banners or signs)
- Shops should be open to anyone (no locked doors)
The creation of this governing body directly addresses four of the tasks set out by the Duke of Bedford.
Firstly, by enforcing the bare minimum of rules we **ensure shops are clearly marked and accessible to everyone**. Preventing disappointment with our highly esteemed Pavian shoppers.
Secondly, by collecting data about our shops we can make **informative maps** and visualiations that help potential buyers in their quest to find the right item. We can use these maps for advertisement as well by posting them in the CivMC and Pavian Discords. The same insights can be used to **keep track of shop stock** and make **informed decisions about products and services on offer**.

Finally, using the information gathered by this governing body we can also address the point of retention. One of the larger issues with big malls such as CivMarket or 0,0 are that they go dormant over time. Plot owners go inactive or end up with low sales because a competitor sells for a much better price. Information provided by the Chambers of Commerce will not only allow us to inform shop owners of the optimal prices but will also allow the Privy Council to detect inefficient use of precious commercial space and take action.
## A final note on marketing
Both shopping and owning a shop in Pavia should be cool. Therefore any visualization created by Pavia to help shoppers should look good and match the style of Pavia.
Therefore I believe a unique style, similar to the land registry map has to be created. This is not limited to
- An icon that identifies shops and shopowners
- Each shop can have an icon on the map, categorizing it similar to the existing map in The City of Pavia
- Shop owners get a unique role in the Discord
- All Chambers communication comes with a unique Chambers icon (similar to the Royal Semiographer)
If our information is presented in a beautiful way, it will gain attraction and put Pavia on the map as **the main commercial hub** of the server.
