# Discovery: CAVC Remands 2020 Jobs or tasks that the users need to perform for CAVC Remands ## Challenge There is no functionality to process CAVC Remands in Caseflow ## Solution MVP functionality built out in Caseflow considering more accurate and timley appeals decisions + a great user experience ## Key underlying problem ### Disconnected systems The CAVC system and BVA systems don't speak with one another which creates a heavy reliance on manual processing. When CAVC has completed a court order, the system triggers an email to be sent to a Litigation Support user's inbox. When I receive a CAVC order in my email inbox, I want to quickly and easily locate pertinent information so I can act on it accordingly. ### Phase 1: Intake **As a lit support user..** 1. When I'm ready to work on a CAVC order, I want to navigate the CAVC website docket so I can see all the details on the Court order to understand how the Court wants to proceed. 2. When I have reviewed all of the relevant information in Caseflow, I want to jump into Caseflow so I can carry out the necessary processes whether it be a Remand, Reversal, or Death Dismissal. 3. 1. **Death dismissal:** When I have a Death Dismissal order, I want to draft the ruling letter and get it signed by the (original?) judge so that I can send the ruling letter out. 2. **Reversal:** unclear about exact process 3. **Remand:** When I have a remand order, I want to kick off a remand workflow in Caseflow so I can work the case. 1. When I have a remand case without mandate, I want to put the task on hold so that I can come back to the case hoping that mandate has been made (so we can further act on the case). If no mandate yet, repeat process. 2. When I have mandate on the remand case, I want to create a new appeals stream for the remand workflow so I can create the space for a new decision. 3. When I have a new appeals stream for the remand case, I want to add/edit issues from the original case so that they can match the issues argued for in the court order details. 4. When I have a remand case, I want to add admin actions so that I can get necessary actions in order as ordered by the Court. 3. When I have downloaded all the pertient documents on the court order from the CAVC website, I want to upload them to VBMS so that the documents are present there and accessible. ### 90-day letter **As a lit support user..** 1. When I've completed the intake process, I want to generate a 90-day letter with specfic details and orders about the case from the Court so that I can send the letter to the veteran / appellant for response. ### Retrieve **As a mail team member..** 1. When I receive a 90-day letter response (specific to CAVC remands?), I want to route the document and task to the appropriate user so they can act on it accordingly. ### Assign, Draft, Review All the same existing attorney, judge, and dispatch checkout flows, however, CAVC orders always have top priority so these must be prioritized for action above regular decisions, but not above AOD cases.
