
# Constitution of Humanity
*We, the people of the walls, stand united in our determination to protect and preserve all of Humanity. In the face of the relentless threat posed by the Titans, we have developed these laws designed to keep our citizens safe. We hereby establish this Constitution of Humanity as a guiding principle for all those who seek to protect and preserve Humanity. This consitution represents our commitment to cooperation, compassion, and respect amongst all people. Through our collective efforts, we aim to build a brighter future for ourselves and our descendants, free from the fear and uncertainty that have plagued us for far too long.*
This Constitution, and the laws of the Walls which shall be made in pursuance thereof; under the authority of the the Monarch, shall be the supreme law of the land; and the judges in every jurisdiction shall be bound thereby, anything in the Constitution or laws of any jurisdiction to the contrary notwithstanding.

## Clause I - Rights of Humanity
Every law-abiding citizen has the following rights that can not be taken away. Anyone who attempts to take away these civil rights from an individual will be trialed.
### Code 1.0 - Rights of Freedoms
(a) No law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right to petition the Government for a redress of grievances, shall be presented or enforced.
(b) All individuals have the right to form groups or parties to express their views and ideals. This includes the right to participate in peaceful protests and strikes. Nevertheless, any type of assembly created with malicious intent to harm, trespass, damage another person or property, or trespass against the Royal Family is unjust.
(*c*) The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, and particularly describing the place to be searched, and the persons or things to be seized.
### Code 2.0 - Rights of Trial
(a) No individual shall be subject for the same offence to be twice put in jeopardy of life or limb; nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.
(b) Every individual has the right to a fair and just trial, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against them; to have compulsory process for obtaining witnesses in their favor, and to have the Assistance of Counsel for their defence.
(*c*) Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.
### Code 3.0 - Rights of Self-Ownership
No individual shall claim ownership over another person. However, this does not apply to those who voluntarily join the military or give themselves to the Royal Monarchy, in which case they give up their self-ownership to the state.

## Clause II - The Monarchy
The Supreme Authority overruling the walls is vested in the Royal Monarch. The Royal Monarch, however, refrains from direct involvement in the day-to-day affairs of Humanity, but serves as a guiding hand and mentor, intervening only when such interference is deemed necessary for the advancement of Humanity and the betterment of the walls and Humanity.
### Code 1.0 - Royal Succession
Legal Succession is the way the title Royal Monarch and the Crown of Humanity is passed down from generation to generation. The standard line of Succession is the Eldest Child of the current ruling Monarch. However, the will of the Monarch has the ability to alter their lineage as they see fit. Those that do not have any Royal Blood or aren't Nobility have no claim to the Throne.
### Code 2.0 - Royal Family
The Royal Family are the representatives of the Royal Monarch, being placed to oversee certain regions of The Walls. Known as Princes/Princesses, these individuals represent the Royal Monarch and their will. The Royal Family is permitted to join the Military under the protection of the Royal Guards.
### Code 3.0 - Royal Guards
(a) The Royal Guard falls under the Monarchy, tasked with the goal of protecting the Royal Family and the Royal Monarch. The Royal Guard's only loyalty is to the Royal Monarch, none may usurp their authority. The Royal Guard has the right to use any tool under humanity to defend and safeguard the Royal Monarch and the Royal Family. The Royal Guard is the highest authority in regard to protecting the Royal Monarch.
(b) The Royal Guard does not follow the regular rules and jurisdiction of the Military Police.
## Clause III - The Royal Government
(a) The Royal Government under the Authority of the Royal Monarchy is responsible for creating laws, imposing taxes, and supervising the construction and organization of the Walls. The Prime Minister holds the highest position in the Royal Government.
(b) The Prime Minister will enforce the creation, implementation, and verdict of regulations in alignment with the above-mentioned provisions, and they will be established to guarantee the fundamental principles of survival, freedom, and the pursuit of satisfaction. In addition to the Prime Minister's leadership, the Royal Government is divided into two main branches of governance, that being the Executive and Judicial Branches.
### Code 1.0 - The Prime Minister
(a) The Prime Minister functions as part of the Royal Monarchy, acting as the head of the Royal Government as it's direct overseer. The Prime Minister is the leading body of the Executive Brnach of The Kingdom of Humanity in the stead of the Royal Monarch. In the end, the only person that has lenience over the Prime Minister is the Monarchy.
(b) The Prime Minister has the ability to take the duty of both the Head Legislator and the Chief Judge. The Prime Minister has the ability to take any actions necessary to safeguard the future of the Royal Government, with the ability to fulfill any action needed through ranks, and policy, and take direct control of the Royal Government for the safety of the Walls.
#### Code 1.1 - Vacancy, Disability, or Incapacity
(a) In case of the removal of the Prime Minister from office or of his death or resignation, the Deputy Prime Minister shall become Prime Minister.
(b) Whenever there is a vacancy in the office of the Deputy Prime Minister, the President shall nominate one who shall take office upon confirmation by the Monarch.
(*c*) Whenever the Prime Minister transmits to the Head Legislator and the Chief Judge his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Deputy Prime Minister as Acting Prime Minister.#
### Code 2.0 - The Legislative Branch
(a) The Legislative Branch of the Royal Government has the duty of creating and maintaining all Royal Laws of Humanity. The Legislative Branch is led by a Head Legislator who spearheads the Royal Council. The Head Legislator is in charge of maintaining the Legislative Branch, including the Ministries and Councils under its authority.
(b) The Royal Council is tasked with creating and voting on Laws for humanity. Any Royal Council Member may present a law to be voted on, however, for a law to pass it requires a majority of at least 3/5ths. Should a vote be tied, the Prime Minister will be granted an additional vote in order to help determine a definitive resolution.
(*c*) Members of the Royal Council shall be chosen by the Prime Minister on basis of activity, experience, dedication, and loyalty to the royal government. The Head Legislator shall be chosen by the members of the Royal Council.
(d) Any laws passed shall require the signature of the Prime Minister to be adopted. If the Prime Minister fails to agree or disagree with a law, within 7 days after its passage, it shall automatically be adopted. If the Prime Minister disagreed with a law, the law shall be considered failed.
(e) Any amendments to this consitution shall require approval from the Chief Judge, Head Legislator, Prime Minister, and the Monarch of Humanity. A referedum must also be held, and such amendment must recive, at least, 60% of the vote in favour.
### Code 3.0 - The Judicial Branch
(a) The Judicial Branch of the Royal Government has the duty of resolving legal disputes within the walls. The Judicial Branch is led by a Chief Judge who oversees the Courts of the Walls. The Chief Judge has the right to spearhead any Court Case at their will unless vetoed by the Prime Minister himself.
(b) The Judicial Branch is responsible for maintaining on-deck lawyers, prosecutors, defenders, and judges. The Chief Judge is appointed by the Prime Minister, by the recommendation of sitting Judges. Judges shall be chosen via application.
## Clause IV - District Governors
Each District has complete autonomy over itself. Each District is governed by an appointed Governor selected directly by the Prime Minister. These Governors are responsible for enforcing laws, cooperating with stationed military branches, and collecting taxes within their respective Districts.
Governors may impose laws or regulations within their District via administrative orders to ensure peace, public order, and safety within their distruct.
### Code 1.0 - Military Cooperation
(a) The Military Police Brigade and The Garrison Regiment must work with the Governors to enforce laws and collect taxes. Governors may instruct them to collect taxes or enforce specific laws. The Military Police Brigade can also apprehend suspects with the Chief Judge’s approval.
(b) Governors have the authority to instruct regiments of the military stationed within their district in the absence of High Command. They are not permitted to instruct the Commanders of the military regiments and are subject to have these privileges revoked should the Premier deem it necessary.
### Code 2.0 - Taxes
(a) The Royal Government imposes taxes. It is the duty of the people to collect and regulate this. Tax rates may vary between Walls and Districts.
(b) Governors may impose Regional Tax Rates in addition to the National Tax Rate to cover Regional expenditures.
## Clause V - The Royal Military
(a) The Military is divided into three core branches: The Garrison Regiment, The Scout Regiment, and The Military Police Brigade. The Commander in Chief, also formally known as the Premier is the head of all three branches of the Royal Military.
(b) The chain of command of the Military will be as follows: Royal Monarch, Premier, Vice-Premier, Military Police Brigade Commander, Garrison Regiment Commander, and Survey Corps Regiment Commander.
(*c*) The entirety of the Royal Military is under the command of the Royal Monarch.
### Code 1.0 - The Premier
The Premier oversees the Military and its subdivisions including The Military Police Brigade, The Garrison Regiment, The Survey Corps Regiment, and the Trainee Corps. None may order the Military without the Premier's express permission except in emergencies. If the Premier is unavailable, the Vice Premier assumes the duties of the Premier. The Premier is appointed by the Monarch.
#### Code 1.1 - Powers
(a) The Premier may invoke emergency power and is granted the final say in all matters relating to the Military, including matters of regulations and rules, disagreements between branches, and rank assignments. The Premier only enacts this clause for emergencies or to benefit humanity.
(b) The Military holds the right to conscript individual(s) or population-wide enlistment. The Premier can only order a MASS draft and conscription with the majority agreement of the Branch Commanders, Head Trainee Instructor, Vice Premier, Prime Minister, and Monarch if present. The Courts may overrule the Premier if the action is deemed unnecessary or an abuse of their emergency powers. The Premier may conscript individuals from the Trainee Corps on an individual basis with the permission of the Branch Commander and inform the Head Trainee Instructor.
(*c*) The Premier may suggest military affairs to the Royal Monarchy and must gain their approval for major military operations that require mobilization of the civilian population. The Premier must inform the Monarchy of any military operations.
(d) The Premier shall have power to grant reprieves and pardons for crimes, except in cases of crimes prescribed Clause VI. The Monarch may revoke such power or specific pardon and reprieves as they deem necessary for humanity.
#### Code 1.2 - Sucession
(a) If the Premier dies, the Vice Premier assumes power until a new Premier is selected. If there is no Vice Premier, the Premier may appoint anyone they wish, or the power goes to the next in the chain of command.
(b) If the Premier is Missing-In-Action or otherwise unavailable, the Vice Premier, or Next in Command, is temporarily granted all the powers of the Premier until the Premier returns from their absence or is recovered safely and deemed fit for duty.
#### Code 1.3 - Inability
If the Premier is tried and found corrupt and thus labeled a threat to humanity, they may be taken to court by the Chief Judge and Prime Minster alone or by the Monarch and the Chief Judge, or by the Three Branch Commanders and their Assistants. The Prime Minster judges the case along with a jury of two representatives from each branch. 2/3rds of the justices must agree before carrying out sentencing and punishment.
### Code 2.0 - The Vice Premier
(a) The Vice Premier derives their authority solely from the Premier. The purpose of the Vice Premier is to undertake tasks assigned to them by the Premier that the Premier is unable to handle. The Vice Premier is also expected to provide advice and assistance when needed. However, the Premier has the option to forego the appointment of a Vice Premier. In such an event, the Military Police Commander assumes the role of Next in Command unless the Premier specifies otherwise.
(b) The position of Vice Premier is not a mandatory role and its fulfillment is at the discretion of the Premier. If the Premier decides against appointing a Vice Premier, the Military Police Commander will assume the position of Next in Command; However, the Premier has the authority to designate any individual as their Next in Command for the duration of their tenure.
### Code 3.0 - The Military Police
(a) The Military Police force is under the Premier's command, on behalf of the Royal Monarchy. However, the Royal Family and The Monarch have authority over the Military Police as their police force. In case the Military Police are a threat to humanity, the Vice Premier is the supreme authority in issuing warrants.
(b) The Military Police is the only military body, other than the Premier, that has authority over the Trainee Corps. They can enforce the laws and detain unlawful individuals. Military Police officers ranked Captain or higher can issue orders to Cadets/Trainees, but their orders can be vetoed by Training Instructors unless they come from the Premier.
(*c*) If the Premier goes missing, has to take a leave, or dies, and there is no Vice Premier, the Military Police Commander will be in command, but only temporarily until the Premier is rescued, returns or a new Premier is selected.
(d) The Military Police do not attend Expeditions. If they wish to participate in an Expedition, they must first get approval from the Premier. Similarly, the Premier can order them to attend an Event or Expedition.
### Code 4.0 - The Stationary Guard
(a) Only members of the Stationary Guard are authorized to operate cannons, with the exception of Cadets and Trainee Instructors who may use those at the Trainee Camp for training purposes only. Other branches and civilians are forbidden from using cannons unless granted permission by a Stationary Guard Captain, the Stationary Guard Commander, or The Premier.
(b) The Stationary Guard is responsible for safeguarding the walls, and their authority over wall-related matters is second only to that of The Royal Monarch and the Premier. They hold the highest authority within the Districts of Humanity for wall security, excluding the interior districts of Wall Sina.
(*c*) The Stationary Guard has the power to enforce laws within their territories and may receive orders from District Governors to detain a suspect. In addition, with the approval of the Premier, the Stationary Guard Commander, the Royal Monarch, or the Governor can override Military Police jurisdiction within Stationary Guard boundaries.
### Code 5.0 - The Scouting Legion
(a) The Scouting Legion is the highest authority over all unclaimed, titan-infested land, and the land beyond the walls, with the Scouting Legion Commander holding the ultimate authority. In the event of a breach, the joint command of the affected area will be given to both the Stationary Guard and Scouting Legion.
(b) If a wanted criminal flees beyond the walls and enters Titan Infested lands, a search party led by the Scouting Legion, with at least one Stationary Guard Soldier, must be dispatched immediately to apprehend the criminal. If this fails, the authority to capture the criminal will be transferred to the Military Police, who will send out a squadron of their choice.
(*c*) In official expeditions, the Scouting Legion Commander is the primary authority. In the case the Commander is absent, the highest ranking individual assumes control.
(d) The Scouting Legion is expected to assist in district defense when titan attacks occur. In such circumstances, the Scouting Legion would operate under the authority of the Stationary Guard, while retaining responsibility for aiding in the defense effort. This applies unless otherwise instructed by the Stationary Guard High Command, Premier, or Vice Premier.
### Code 6.0 - The Trainee Corps
(a) The Trainee Corps operates independently of the Military but is overseen by the Premier, on behalf of the Royal Monarchy. Both the Premier and the Prime Minister run the Trainee Corps, but the Premier has authority over the Prime Minister in Trainee Corps matters.
(b) The Head Trainee Instructor leads the Trainee Corps and answers to the Premier. There are a maximum of two Head Trainee Instructors who must work in tandem with one another, with the Premier as the mediator.
(*c*) If the Head Trainee Instructors are unavailable, the Deputy Head Trainee Instructors temporarily assume authority second only to the Premier.
(d) The Deputy Head Trainee Instructor, Trainee Instructor, and Junior Trainee Instructors are all under the Head Trainee Instructor's authority, who is second only to the Premier. The Premier and Head Trainee Instructor can revoke any Trainee Corps member's privileges.
(e) Trainee Cadets may not use The ODM Gear without permission from a Trainee Instructor(s).
(f) Only the Military Police Captains, Trainee Instructors, Prime Minister, and Premier can order cadets. The Military Police has some authority over the Trainee Corps, but their power can be revoked by the Premier.
(g) The Trainee Corps lands fall under the authority of the Trainee Corps, Prime Minister, and Premier. Disobedience can result in removal or even exile from the Trainee Corps grounds, but the Premier or Prime Minister can overrule this decision.
(h) Cadets are both military personnel and civilians and will answer to Court if they commit a crime. Trainee Instructors are considered military personnel.
### Code 7.0 - Special Squadrons
(a) Sub-branches require approval from the Premier, and Squads have a maximum of eight members, not including the Captain. The Commander of a branch can regulate the Squad-member limit with the Premier's permission. The Premier has the final say on all Squad-related matters.
(b) Medics act as their own division and can choose any branch to operate under. The Premier has the final say on all Medic affairs, including their participation in wartime and civilian-related matters. Medics determine injury severity, states of stability, and times of death.
## Clause VI - General Regulations of the Military and Civilian Population
### Code 1.0 - Protection of the Walls
(a) The Military is committed to protecting humanity from Titans and other threats. As such, Military Members and Personnel are expected to prioritize the safety and well-being of civilians and of Mankind above their personal interests and agendas. Any violations of this will result in disciplinary action, including but not limited to detention, demotion, court-martial, and execution.
(b) All are prohibited from engaging in any activities that may compromise the security and safety of the walls, including but not limited to disclosing classified information, accepting bribes or gifts from outsiders, and engaging in unauthorized communication and transactions with individuals outside the Military. Any violations of this code will result in severe punishment.
### Code 1.0 - Misuse of Power
Any misuse of power in the Military will result in detainment and punishment by the courts. Misuse of power is determined by the Commander or the Premier. Reports of abuse of power submitted by those lesser than the Military Rank of Captain; the individual(s) must go through their Branch Commander first, and only to the Premier if a Branch Commander is the accused, and the Royal Monarchy, and the Three Branch Commanders should the Premier or Vive Premier be the accused.
### Code 2.0 - Crimes Against the Crown
(a) Espionage and Treason shall be considered crimes and will result in punishment by the courts. The punishment for such crimes shall be execution.
(b) Military members who engage in rogue activities and unlawful abandonment of their posts will be treated as hostiles, and may be punished by execution, depending on the severity of the crimes.
### Code 3.0 - Crimes Against Humanity
(a) Bribery, Friendly-Fire, Loitering on duty, insubordination, and unprofessionalism are all considered to be crimes and can result in being Court Martialed, removal from elite status, demotion, and potentially sent to courts for worse punishment depending on the severity of the crime.
(b) Flares, Cannons, Rifles, Blades, and any other harmful or strategic Military equipment shall not be misused to harm others. Doing such will be treated as a crime, as the waste of materials and resources, and the potential loss of valuable life will not be tolerated. Punishment for such crimes shall be determined, on the severity of the crime.
(*c*) All Military Members and Personnel are required to ensure they are capable of upholding the ability to perform their duties. Those who are found to be unfit for duty may be temporarily or permanently discharged from their post, depending on the severity of the issue.
(d) Military Members and Personnel are expected to maintain the highest levels of discipline, professionalism, and respect toward their superiors, peers, and subordinates. Any violations of this will result in disciplinary action, including but not limited to reprimand, demotion, and removal from their post.
(e) All Military Members and Personnel are required to undergo routine training, and educational and recreational programs to improve their skills and knowledge. Failure to comply with this may result in disciplinary action, including but not limited to reprimand, demotion, and removal from their post.
### Code 4.0 - General Regulations
(a) Any disputes or grievances between Military Members and Personnel shall be handled through the proper chain of command and in accordance with the Military's regulations and policies. Any attempts to bypass the chain of command or engage in retaliatory actions will not be tolerated and will result in disciplinary action.
(b) Before entering any office individuals must take the following oath:- “I do solemnly swear loyalty to the Monarch of Humanity, that I will faithfully execute the Office of which I am about to enter, and will to the best of my ability, preserve, protect and defend the Constitution of Humanity, and the laws of the walls.”
## Clause VII - Economic Foundation
The Economic foundation of humanity ensures the value and economic stability of the walls are maintained. The Royal Economy is overseen by the Royal Government, its treasuries, and the Royal Monarchy.
(a) All civilians may sell and buy goods freely with minimal tax rates, as determined by their local District Governors.
(b) The coin currency, formally known as “Quills” may not be melted down and resold for any purpose.
(*c*) The practice of money laundering, defacing of the royal currency, or other misuses of the coin is prohibited. The creation and distribution of counterfeit coins is prohibited.
(d) Untruthful business practices, with the intent to exploit and misdirect the civilian population are prohibited. Employees must be paid an acceptable living rate. Circumstances such as child exploitation and unpaid labor is prohibited. Monopolies are strictly regulated; competitor markets are necessary to maintain a careful economic balance.
(e) All businesses shall be required to obtain a license from the Royal Government to legally operate within the walls. Violating this shall result in seizure of all business assets and the shutdown of the buisness.
