**Description**
> Statement
Due to on-going energy crisis and long-term impact on climate change, reducing electric consumption of cities is a pressing emergency.
Many countries adopted policies to ensure that energy is used as efficiently as possible. This includes local businesses to switch off their front store and commercial signs during night.
Focusing in France more particularly, some recent laws (see "arrêté du 27 décembre 2018" https://www.legifrance.gouv.fr/loda/id/JORFTEXT000037864346) forbid on-street lighting between 1am and 7am.
As of today, there isn't any existing database recording the billions of commercial places all around the world lighted during the night.
> Objective
We aim to offer a platform for the involved citizens to locate local businesses and whether or not they follow recommendations of switching off their lightning during night.
This software will allow involved citizens to keep track of lighting of the stores (front store, commercial signs, indoor lighting) into OpenStreetMap by crowd-sourcing.
The tool will use the massive amount of already existing businesses in OpenStreetMap and allow to add the missing ones.
> Stakeholders
The final dataset could then be used to take action to reduce power consumption.
It includes the following stakeholders:
- Authorities could keep track over time of the enforcement of its own regulations aiming to reduce power consumption
- Climate activists would contact local business to inform about power use reduction legislation and support business owners to switch off their lights
- Non-profit organizations would coordinate local and national survey campaigns using the tool.
As a start, we plan to involve national associations such as Greenpeace France (https://www.greenpeace.fr), RAP (https://antipub.org) and ANPCEN (https://www.anpcen.fr) but also neighbourhood associations.
- Business owners would compare the status with its competitors and be reassured on the fact that switching off lights doesn't imply losing business
We intend to publish this open dataset directly in OpenStreetMap, making it open data by default. We also will publish it over various open data platforms like official French open data website https://data.gouv.fr to extend its visibility and reuse.
> What we already did
We, as part of the the French OpenStreetMap community, have developed a dashboard for its monthly mapping initiatives (called "projet du mois", project of the month). This desktop/mobile website is available on the website https://projetdumois.fr
It includes an integrated OpenStreetMap editor and a dashboard displaying statistics to keep track of the contributions.
This intends to be as simple as possible, making all citizen able to produce geographical data using their smartphone or computer.
It helped for example doubling the amount of AED (automated external defibrillator) in OpenStreetMap in France within months.
The platform is open source (AGPL 3.0 license) and source code is available at https://github.com/vdct/ProjetDuMois
The platform is already translated in French and English. It has been forked for other initiatives like mapping local businesses and power infrastructure, see https://commerces.openstreetmap.fr and https://enedis.openstreetmap.fr
> The product
The website we will publish will:
- contribute directly to OpenStreetMap
- focus on stores and advertising signs displayed in public areas
- display analytics over time, detailed by region
- be beginner friendly
- be usable on mobile and desktop
- be free of use for everybody and forever
- be published under AGPL licence in a public code repository
- be in French and English (and more later)
- be available first in France mainland (and more later)

> Experience
We have a long experience of creating open and collaborative projects.
For example, during the Covid lockdown, our team developed the "Ça reste ouvert" (it remains open) platform, allowing citizens under lockdown to spot the shops remaining open around their places.
